RECOMMENDED ACTION: Adopt resolution awarding contract for Lodi Station Parking Garage Repair
Project to TPA Construction, Inc., of Roseville, in the amount of $72,000,
authorizing City Manager to execute change orders, in an amount not -to -
exceed $20,000, and appropriating funds in the amount of $110,000.
BACKGROUND INFORMATION: The Lodi Station Parking Garage, located at 50 North Sacramento Street,
was constructed in 2002, using post -tensioned concrete. In June of 2022,
a vehicle hit the concrete wall barrier on the third floor of the parking
structure and caused extensive damage to the barrier and the concrete floor. Staff hired Walker Consultants, of
San Francisco to conduct a structural assessment to determine the extent of the damage. Walker Consultants
is the original structural designer of the parking structure and has extensive post -tension structure experience.
The assessment report indicated the damage was isolated to the vertical concrete parking barrier that was
constructed integral with the post -tensioned concrete deck.
This project includes the replacement of the damaged concrete parking barrier, reset the post -tension steel
cable; and other incidental and related work as shown on the plans and specifications of the project.
Plans and specifications for this project were approved on December 21, 2022. The City received the following
five bids for this project on February 1, 2023:

structure that may require additional work when the damaged portion is removed. The appropriation of
$110,000 is to cover the construction cost, project contingencies, permit cost, and staff time.
