Dear Council Members:
These comments are in response to proposed changes to the garbage collection
system.
1. 1 have used the proposed system of food waste and other compostable
(biodegradable) materials in my green waste container for a full month beginning
January 9, 2023. 1 have found no unreasonable odor with a bi-weekly service
because I am placing food waste into compostable bags and then into the green
waste containers. Compostable "trash" bags are available online and are standard
issue for many grocery stores, including Trader Joe's.
2. There are discussions on the phase out of the 20 gallon trash containers because
there are abusers. Why do we react negatively against the conformists just to
address the poor actions of the abusers. WM has procedures in place to charge
additions fees to these abusers. With my use of the compostable food waste in the
green waste container, I now generate less than 10 gallons of "real" trash weekly. A
possible solution for WM would be to collect trash and green waste biweekly and thus
further reduce costs both for themselves and their clients (City and residents).
In closing the City Council should not approve of the rate increases nor phase out of
the 20 gallon trash container.

I am writing today from yesterday article about Zupo field. As a tax
payer in Lodi for over 60 years, I am in full support for the improvements and future improvements to the facility
and was in full support when voted on by council back in 2019. As a baseball family growing up in Lodi I can not
tell you how many games I have played on the field. From playing Babe Ruth, high school, legion, coaching legion,
and Guild wine masters it adds up to a lot of games. It is long over due in making these improvements, with both the
insurance monies and state monies at hand also.

I emailed this (below), in bold black, message to the Lodi City Council last week also, on Sat.
Jan. 28, 2023.
I mailed letters on Fri. Jan. 27, 2023, to the Lodi City Mayor's Office, Lodi City Police Chief, Lodi
City Attorney, Lodi City Animal Services Supervisor, and the San Joaquin County District
Attorney.
I am usually, and have always been a supporter of Law Enforcement. But when I see these
things, I cannot support it! And I don't normally write letters like this to government officials.
But when I see these things, I feel compelled to!
I apologize in advance for my crude language and a few swear words, here below. I find it
impossible not to state things this way, given the completely unacceptable and barbaric things
that have been going on in your city, and which things appear to have been allowed to go on,
without any repercussions for the 2 police officers, and the animal control officer involved:
What the hell is going on up there in your Lodi City police department, and Lodi City Animal
Services???
On Tue. Feb. 24, 2023, Lodi City police officer Timothy Ivey tased to death, Enzo, a
defenseless 2 -YEAR OLD dog, at the 300 Finch Run & 1820 Robin Ln block in Lodi, while the
dog was being dragged by the neck in a catch pole noose by a Lodi city animal control
officer, Jordan Kranich. A 2nd Lodi police officer, Chris Delgado then lies to bystanders
about what had happened, in a cowardly attempt to cover up their actions! Bystanders
who saw the entire thing happen right in front of them.
Police officer, Chris Delgado, in the video said to the crowd of bystanders: "He tried to
attack and bite all these people!". What a goddamn lie! If the dog was trying to bite
everyone, he Ping would have! There are ZERO witnesses agreeing that the dog was trying
to attack or bite anyone, in fact the exact opposite! There's video of the dog just standing
there, right before officer Ivey starts tasing the dog, for no goddamn reason at all!
Are you going to do something about these psychopathic police officers, and animal
control officer employed by the City of Lodi... officers walking around, cowardly exercising
lethal power over a defenseless 2 -YEAR OLD dog???!!! They are a danger to society,
specifically to dogs... with dog owners now having to be paranoid about their dogs getting
loose, as dogs sometimes do, for then to be killed by Lodi City police and animal control
officers!
The dog died right there on the street, for no goddam reason! That was someone's dog!
People standing there watching this barbaric, cowardly act are traumatized! The owner of
the dog is traumatized! I, and everyone else are traumatized from having watched the
video footage, showing EVERYTHING that happened.

investigated immediately for their participation in the brutal and unnecessary murder of Enzo.
These men are monsters and should not have unfettered power.

Good afternoon. I write to you this email, as a concerned citizen, to express my disgust about
the following L.E. officers Timothy Ivey and Chris Delgado and Animal shelter worker Jordan
Kranich, also Kranich's spouse Trisha Kranich which is the president of said Lodi animal
shelter.
What they did is unacceptable for any civilized person. These people deserve to be fired, fined
and incarcerated but it's not only that. I URGE you to take action against Trisha Kranich
aswell, which is the president of said Lodi animal shelter that Jordan is employed. Jordan, as
apparent from the video, has zero animal handling training, something that Trisha, as the
president of said service, should have provided. So, please see to it that the negligence of
Trisha Kranich is too taken into account and see receives the punishment she deserves aswell.

I called in to listen to the meeting last night and was frankly disappointed in the scripted
responses of the council members and Chief of Police. Enzo did not "pass away" he was
tortured and killed due to the incompetence and psychopathic behavior of your officers,
particularly Tim Ivey and Jordan Kranich. If you all really had dogs you thought of as family
there would've been more emotion.
In addition, your obvious relief that there were no further callers on the line seemed as if this
is an annoyance to you all. Remember, WE the people didn't cause this situation, YOUR
officers did.
The public deserves to know if those officers are still patrolling the streets with tasers and
guns. They are dangerous with no regard for the pain and suffering of living beings.
The worst part for me is a lost dog situation turned into a horror movie. Video shows Enzo just
standing in the street doing nothing but looking to humans for help to get home and your
officers not only didn't help a lost dog, instead they tased choked and dragged him while he
was suffering. Multiple witnesses stated he was being friendly NOT aggressive. A Mr
Hughins said he was with him for 40 minutes and he was acting normal. Even if he had been
"aggressive" earlier that doesn't justify tasing him to death when he was no longer
"aggressive" when your taser happy employee arrived on scene.
Next to Tyre Nichols this is the worst thing I've seen in a long time. Groups of bullies with
badges torturing and killing the defenseless.
I am heartbroken as a strong back the blue citizen. I literally can't get that video of poor Enzo
(and Tyre) out of my head and it's made me view the police differently now.
Are you going to stand up and do the right thing?
Why is it that no one is getting responses to emails? a simple "thank you we received your
comments" would suffice. You can't even do that?
Is protecting a few psychopaths worth all this grief and outrage?
I want you all to know that millions of us are traumatized. Don't underestimate that fact.

Murder of Enzo

I really don't understand how Timothy Ivey, Chris Delgado and Jordan Kranich are still
working and not on administrative leave, while this investigation is on going. You can sugar
coat this all you want this was murder with excessive force. They should be fired immediately.
The world is watching and everyone has been disgusted and outraged on the killing of Enzo. I
have not seen one comment supporting these cops. Have you seen the video and you can
justify this if so you can call yourself murderers also. Enzo was tased in the HEAD humans
don't get tased in the head this was a 90 lb dog my God can you imagine the pain he felt,
basically they fried his brain this is sick. Enzo then was dragged like a piece of garbage while
he is dying and these sick individuals did not get poor Enzo and medical attention. This is
inhuman and down right terrible. So I hope justice is done for Enzo and Timothy Ivey, Chris
Delgado and Jordan Kranich are FIRED and face animal cruelty charges. DO WHAT'S
RIGHT
