AGENDA TITLE: Provide Direction to Staff on the Continuance of Informal Informational Meetings (aka
Shirtsleeve Meetings)

RECOMMENDED ACTION: Provide direction to staff on the continuance of informal informational
meetings (aka Shirtsleeve Meetings).
BACKGROUND INFORMATION: The Lodi City Council has historically held two types of meetings: a
regular meeting on the first and third Wednesday of each month (Lodi
Municipal Code §2.04.010), and an informal informational meeting,
commonly known as Shirtsleeve Meetings, on Tuesday mornings at 7:00 a.m. (Lodi Municipal Code §2.04.020)
to allow an in-depth discussion of a topic that may come before Council for consideration at a later date. The
in-depth discussion without the pressure of a lengthy regular meeting agenda has been a significant benefit to
Council and staff.
City Council is not able to take formal action or give formal direction at Shirtsleeve Meetings, but the time slot
has been used to hold special meetings when more immediate action of the Council is necessary. There is no
reason these discussion items cannot be held at regular meetings, but doing so would necessarily lengthen the
average Wednesday night meeting.
The Shirtsleeve have also met opposition over the years. Some citizens object to the early hour, while others
have raised concerns about accessibility since the Shirtsleeve Meetings are not televised.
With a new Council having been formed, staff believe it is an appropriate time to request Council input on the
continuance of the Shirtsleeve Meetings. Any change to the scheduling or holding of Shirtsleeve Meetings
would necessitate an amendment to Lodi Municipal Code section 2.04.020 (Informal Informational Meetings).
