BACKGROUND INFORMATION: Traffic control devices, including signs, striping and pavement markings, on City streets are designed, installed and maintained in accordance with the California Manual on Uniform Traffic Control Devices (CA-MUTCD). Stop controls such as two-way and multi -way stops are installed to assign right- of-way and not to control speeding. CA-MUTCD identifies certain sets of criteria for stop sign installation so that there is uniformity in the use throughout the state. Stop control evaluations are based on the following criteria: traffic volume, collision data and the approaching speed on the major street that has higher daily traffic volume. Other considering factors based on engineering judgement are left turn conflicts, vehicle/pedestrian conflicts near locations with high pedestrian volumes, sight visibility of the conflicting traffic, two collector/through streets with similar design and operating characteristics, equilibrium traffic approach volumes (45%/55%), and unusual intersection geometrics such as intersection offsets and vertical and or horizontal curves. In the past months, Public Works staff received several requests for the multi -way stop control at the following intersections: ELM STREET/CALIFORNIA STREET: Elm Street is an east -west 25 mile per hour (MPH) speed roadway with two travel lanes, a center turn lane, bike lane and parallel parking lane. California Street is a north -south 25 MPH speed roadway with two travel lanes. SCHOOL STREET/LOCUST STREET: Locust Street is an east -west 25 MPH speed roadway with two travel lanes, striped parallel parking on the south side and striped angle parking on the north side. School Street is a north -south 25 MPH speed roadway with two travel lanes, striped parallel parking on the west side and striped angle parking on the east side. PINE STREET/CRESCENT AVENUE: Pine Street is an east -west 30 MPH speed roadway with two travel lanes. Crescent Avenue is a north -south 25 MPH speed roadway with two travel lanes. At Elm Street/California Street and Locust Street/School Street intersections, the existing striped angle parking and the monuments/concrete pillars along the uncontrolled major streets limit the visibility at the stop -controlled minor streets for the oncoming conflicting traffic (Exhibit B). At Pine Street/Crescent Avenue intersection, recent traffic count data demonstrates that the approach volumes on Pine Street/Crescent Avenue near equilibrium. In order to maintain safe traffic operation, multi -way stop controls at these intersections is recommended. Staff recommends Council adopt a resolution amending Traffic Resolution No. 97-148, by approving multi -way stop control at Crescent Avenue and Pine Street, at Elm Street and California Street, and at School Street and Locust Street. FISCAL IMPACT: Normal maintenance only. FUNDING AVAILABLE: Funding for the sign and legend installation is from the Street Maintenance Account (30156002), totaling approximately $2,000. Charles E. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend Traffic Resolution No. 97-148 by approving multi -way stop controls at Crescent Avenue and Pine Street, at Elm Street and California Street, and at School Street and Locust Street. I personally drive these intersections, mentioned in the agenda, weekly if not daily at all three intersections. • PINE STREET/CRESCENT AVENUE: I agree 100% regarding this intersection due to numerous occasions I have had other drivers run the current stop and/or pull out in front of my vehicle while heading east or west on Pine. • ELM STREET/CALIFORNIA STREET: I am not in agreement with this intersection. I have never had any incidents at that intersection when driving to and from work (daily) and just this morning, I stopped for two pedestrians and a dog crossing that intersection as I was heading east on Elm. • SCHOOL STREET/LOCUST STREET: I agree 100 % regarding this intersection since I have only had one or two incidents where a driver has stopped on School St. and there is no stop and have had other drivers drive through the stop on Locust. In the near future, I would like the city to seriously consider the following traffic concerns: • LOCKEFORD STREET/CROSS STREET: A four-way stop at this intersection would benefit the students, drivers and residents greatly. Divers on Lockeford go well over the speed limit even when students from Millswood, Reese and Lodi High are walking on the sidewalk of Lockeford. Residents are extremely concerned and tired of the number of drivers not observing the speed limit on their street. (I drive this section of the street weekly if not daily.) In 2022 a child was hit on Lockeford and I have seen many issues on this street involving children and drivers not observing the speed limit. I know the city has had the Speed Radar Display Trailer unit on that street a few times recording people's speed but the city has yet to do anything about it. • HAM LANE: Ham Lane desperately needs a turning lane between Lockeford and Elm streets. The amount of traffic turning left into the Starbucks driveway and the Lakewood shopping center would benefit greatly from a turning lane. The congestion and number of vehicles swerving out of their lane to go around a vehicle making a left-hand turn occurs daily and is extremely dangerous. There have been numerous 'close calls' on this section of Ham Lane and need to be addressed during the morning hours, when school lets out and around the 5 pm hour.
