Adopted Resolution No. 2023-58 authorizing the City Manager to execute Amendment No. 2 to extend the term limit to
June 30, 2024, for the Professional Services Agreement with PlaceWorks, a California Corporation, to prepare an
Environmental Impact Report and provide technical services for the Sphere of Influence and the Municipal Services
Review update.
C-12 Approve Comment Letter to Army Corps of Engineers Addressing Concerns Related to Delta Conveyance
Project (Delta Tunnel)_(PW),
This item was pulled at the request of Council Member Nakanishi. Council Member Nakanishi stated that he is
opposed to the Delta Tunnel, and noted that he is a delegate to the Delta Protection Commission, which also opposes
the project. Discussion ensued between Mayor Pro Tempore Craig, Council Member Bregman, and City Manager
Schwabauer regarding the wordage and signing of the letter.
Council Member Nakanishi made a motion, second by Mayor Pro Tempore Craig, to approve the comment letter to the
Army Corps of Engineers addressing concerns related to the Delta Conveyance Project (Delta Tunnel).

The above motion carried by the following vote:
Ayes: Council Member Bregman, Council Member Nakanishi, Mayor Pro Tempore Craig, and Mayor Hothi

Mike Kaminski, a member of the public, spoke about the need for speed humps in his neighborhood and provided a
handout for Council (filed).
Discussion ensued between Council Member Nakanishi and Public Works Director Charlie Swimley regarding the
need for more information, speed bumps not being supported at the staff level, and the need for a Shirtsleeve Session
on the topic.
John Slaughterback, a member of the public, spoke about the current Council vacancy.

G-1 Public Hearing to Consider Adopting Resolution Setting Future Solid Waste Rates Pursuant to Proposition 218
for Residential Customers {PW),
Notice thereof having been published according to law, an affidavit of which publication is on file in the office of the City
Clerk, Mayor Hothi called for the public hearing to consider adopting a resolution setting future solid waste rates
pursuant to Proposition 218 for residential customers.
Public Works Director Charlie Swimley provided a PowerPoint presentation regarding solid waste rates for residential
customers. Specific topics of discussion included SB 1383 basics, SB 1383 mandated service changes, current
residential rate structure, overage and contamination trends, community outreach and education, Proposition 218 rate
setting process, proposed residential rate structure, additional services, community benefits, public hearing and protest
procedure, and recommended action.
Council Member Nakanishi noted that even if the rates are not passed, the State mandates are still required.
Mayor Hothi opened the public hearing for public comment at 8:03.

Good evening Mr. Mayor, city Councilmembers and staff. Thank you for the time you spend
making our city better and allowing me to speak to you.
My name is Mike Kaminski. I reside at 317 Evergreen. I moved to Lodi in 1957 and have spent
all but 2 years in or near its city limits, 38 of which at my current Evergreen Drive address. I am
here this evening to ask the city of Lodi to do something it has never done before, install speed
humps on this dangerous street where several hundred and even thousands of residents,
citizens and children live, play and travel every day. Located on our street is one of the best
and most visited parks in Lodi, Peterson Park which in itself presents a major safety concern
due to the out of control speeders that frequent Evergreen daily. Another concern is the non -
local traffic from Turner and Lower Sac which use Evergreen as a bypass to avoid the heavier
traffic patterns at the intersection of those two streets at the Verizon corner. I believe you
have all been provided a KCRA video which shows how Sacramento has successfully
implemented this illegal driving behavior deterrent and life saving measure.
I come with a petition signed by just about every concerned, scared and unprotected resident
on Evergreen. Past denials should no longer stand as a roadblock to this essential protection.
Speed alert trailers, limited and many times unavailable officer enforced patrols have not been
effective and at most only serve as temporary fixes. Cities have for years realized they can no
longer properly enforce speed limits. Speed humps can also be designed to allow safe and
uninterrupted passage for emergency vehicles.
The following is a list of JUST the local neighboring cities, large and small that have successfully
and effectively implemented Speed Humps: Sacramento, Elk Grove, Stockton, Modesto,
Manteca, Thornton and Acampo.
The most noticeable and dangerous times of the day for Evergreen's residents are weekends,
holidays, going to (7-8 am) and returning from (4-6pm) work hours, and school drop off and
pick up times.
Referring to the video, KCRA's figure of $95K for 27 "Lumps" amounts to $3,500 per lump.
5=$18K, 8=$28K. Steve Mann's 2/21 LNS article reminded us the city had an operating surplus
of $8M last year and was looking at what to do with it in the next two months. Just sayin'.
Times have changed. Needs have changed. Just because we have never done something
before doesn't mean it does not need to be done. I do not profess to know all there is to know
about speed humps but I do know the residents of Evergreen Drive need much more and
immediate protection from the city of Lodi to eliminate speeding vehicles, alter illegal driver
behavior, calm its traffic, protect our residents and most likely save a life. Please give your
utmost consideration to approving the installation of speed humps on Evergreen Drive.

After a couple years of Covid, family deaths and my wife's spine surgery and recovery I am attempting to resurrect my request to have speed
humps installed on Evergreen Drive. I understand from Steve Mann's column in today's LNS the council will determine what to do with the
money In the next two months. A petition Is being circulated to the residents of Evergreen Drive. My prior ema.ils to you and Mr. Swimley
describe the danger and safety concerns involved. Prior sign alert wagons have never provided a permanent solution and lack of police
presence is a contributing factor. Weekends, holidays and morning and evening rush hours are the key times.
As nothing to date has resulted in a calming of the traffic on Evergreen Drive please consider allocating a portion of the $8 Million to a potential
life saving remedy to this dangerous. Lodi street. I am available to personally meet with either of you to discuss and answer any questions.

We, the undersigned residents of Parkwest neighborhood request the installation of SPEED HUMP(S) on Evergreen Drive from
Turner Road to Peterson Park in order to eliminate a major safety hazard in our neighborhood. This is not only for the residents and
their children but also for friends, relatives, sports teams, bicyclists, delivery vehicles and anyone using Evergreen Drive. Speed alert
trailers and officer -focused enforcement has not been effective.
Cities currently using speed humps include: Stockton, Sacramento, Modesto, Manteca, Elk Grove, Acampo, Woodbridge and
Thornton. They realize these cities can no longer properly enforce illegal drive behavior due to limited staffing and that speed humps
are the most effective means of altering illegal driver behavior. The humps can be designed to allow for the safe passage of
emergency vehicles. A KCRA video is available of Sacramento speed humps.
Times are changing, therefore we respectfully request the City of Lodi's implementation of this necessary request.
