RECOMMENDED ACTION: That the City Council approve the plans and specifications and authorize
advertisement for bid for the asbestos abatement, demolition, clearing
and grading at 217 East Lockeford Street.
BACKGROUND INFORMATION: The City purchased this vacant property at 217 East Lockeford
Street in December, 2000. The site is approximately .44 of an acre
and has a two-story apartment building with a basement that
contained 18 living units. It is situated in the middle of other City -
owned property and is planned for future parking in the
Stadium/Lawrence Park/Armory area.
After the City purchased this property, an asbestos survey was performed. The samples taken from the
roof were positive, as were samples of flooring materials throughout the building. Both the Police
Department and Fire Department expressed interest in using the building for training purposes prior to
the purchase. Our Police Department has used the building for training. However, fire training is not
practical. The building is very close to several large trees that would be destroyed if the building was
burned. Because of the asbestos in the roofing material and throughout the building, the Fire
Department would not use it for training until the asbestos was removed. A large part of that training
involves cutting through roofs to ventilate buildings, but this roof would be gone.
This building is an attractive nuisance to vagrants and should be demolished as soon as possible.
FUNDING: Funds were appropriated at the time of purchase to cover the
demolition of this building. It may be necessary after the bids are
received to appropriate additional funds.
