BACKGROUND INFORMATION: The Lodi Public Library, located at 201 W Locust Street was built in 1979. The interior light fixtures consist of ceiling mounted fluorescent lights, which require regular bulbs and ballast change out. Staff proposed to upgrade the fluorescent lights to new LED lights, which provide better light output with less energy consumption. The LED lights also have much longer service life and will reduce the amount of regular maintenance. The LED also does not produce harmful ultraviolet lights or infrared heat, which safeguards books from degradation. The work includes retrofitting existing fluorescent light fixtures with LED lights inside the Lodi Library building, and other miscellaneous and related items of work as shown on the plans and specifications for the project. Lodi Electric Utility Department has provided up to $141,000 in Public Benefits Funding for this project. The plans and specifications are on file in the Public Works Department. The planned bid opening date is April 12, 2023. The project estimate is $85,000. Staff recommends Council approve plans and specifications and authorize advertisement for bids for Lodi Library LED Lights Upgrade Project and adopt resolution authorizing City Manager to award the contract to lowest responsive bidder, in an amount not -to -exceed $95,000 and execute change orders in an amount not - to -exceed $15,000. FISCAL IMPACT: Staff estimate there will be a savings of 50,000 kWH annually, which will result in savings of more than $6,000 per year. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to award a contract to the lowest responsive bidder for the Lodi Library LED Lights Upgrade Project in an amount not to exceed $95,000; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute the contract and change orders in an amount not to exceed $15,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
