BACKGROUND INFORMATION: On January 26, 2020, the San Joaquin County Board of Supervisors approved a request from SJCEMSA to purchase 47 LUCAS 3, Version 3.1 Chest Compression System devices (LUCAS Device) to equip first out fire apparatus operated by fire departments located in San Joaquin County. On March 16, 2021, SJCEMSA received LUCAS Devices from Stryker Sales Corporation. As a result, the Lodi Fire Department received four Lucas Devices to place on the frontline fire engines. If this proprietary piece of equipment is approved for purchase, the Lucas Device will be placed on Truck 2051, equipping all of the front-line apparatus with the chest compression unit. FISCAL IMPACT: There will not be a fiscal impact as this purchase is being funded by a donation through the Lodi Fire Foundation. Sincerely, Mark Wallace Lodi Fire Foundation Chairman RESOLUTION NO. 2023-51 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO ACCEPT A DONATION FROM THE LODI FIRE FOUNDATION; WAIVE THE BIDDING PROCESS; AND EXECUTE A PURCHASE ORDER FOR A LUCAS DEVICE AND FOUR-YEAR WARRANTY FROM STRYKER MEDICAL, OF CHICAGO, ILLINOIS WHEREAS, the San Joaquin County Board of Supervisors approved a request from SJCEMSA to purchase 47 LUCAS 3, Version 3.1 Chest Compression System devices (LUCAS Device) to equip first -out fire apparatus operated by fire departments located in San Joaquin County; and WHEREAS, SJCEMSA received LUCAS Devices from Stryker Sales Corporation. The Lodi Fire Department received four of those LUCAS Devices for the frontline fire engines; and WHEREAS, the Lodi Fire Foundation has agreed to donate $25,500 to fund the purchase of a LUCAS Device and four-year warranty; and WHEREAS, upon purchase of this proprietary piece of equipment, the LUCAS Device will be placed on Truck 2051 and ensure all front-line apparatus are equipped with these devices. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to accept a donation from the Lodi Fire Foundation, waive the bidding process, and execute a purchase order for a LUCAS Device and a four-year warranty from Stryker Medical, of Chicago, Illinois; and BE IT FURTHER RESOLVED that donation funds in the amount of $25,500 be deposited and expensed to the Lodi Fire Department expendable trust 140.2330; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
