RECOMMENDED ACTION- Adopt Resolution Amending Traffic Resolution No. 97-148, by
approving speed limit modifications on Stockton Street from Rocky
Lane to Lebaron Boulevard, 35 to 25 MPH; and Lebaron Boulevard
from Reynolds Ranch Parkway to Stockton Street, 30 to 25 MPH.
BACKGROUND INFORMATION: Cities and counties in California including City of Lodi are required
to follow the California Vehicle Code (CVC) to establish speed limits
within their jurisdictions. The law requires speed limits to be set
based on the Engineering and Traffic Survey (ETS) which is in compliance with California Manual on
Traffic Control Devices (CA MUTCD).
The ETS includes three primary factors: prevailing speeds (85th percentile speeds), collision data, and
unexpected conditions. Other factors, such as roadside development and environment, pedestrian and
bicycle safety, and roadway characteristics are also considered. The 85th percentile speed is the speed
of 85 percent of traffic on a road segment. Posted speed limits are typically set at or below the 85th
percentile speed. ETS is typically updated every 7 or 10 years per the CVC and CA MUTCD
requirements.
Prima facie speed limits are established by CVC statutes that the speed limit is in affect if certain criteria
are met such as proximity to a school, senior facility, or business district. Residential district prima facie
speed limits have additional criteria to be met such as roadway width and the street classifications
defined by Federal and State definitions. A prima facie speed limit does not require to be posted to be in
effect.
Public Works staff received a request from the Senior Commission to establish senior zones at the Loel
Center and the senior facilities in the Reynolds Ranch and Tienda Drive area by installing "Senior Zones"
signage on public streets frontage, see Exhibit A for the proposed senior zone locations. Per CVC
22352, the 25 MPH prima facie speed limit is applicable when passing a senior center or facility with the
"Senior" warning signs present. The public streets fronting the Loel Center and the Tienda Drive senior
facilities have the existing 25 MPH speed limit, which allowed the Senior Zone to be designated under
the direction of the Public Works Director.

In the vicinity of the Reynolds Ranch senior facilities, the existing posted speed limit is 35 MPH on
Stockton Street and 30 MPH on Lebaron Boulevard. In order to enforce the 25 MPH speed limit in the
proposed Reynolds Ranch Senior Zone, Council approval on the Stockton Street and Lebaron Boulevard
speed limit reduction is essential per the State -mandated requirements.
Staff recommends Council adopt a resolution amending Traffic Resolution No. 97-148, by approving
speed limit modifications on Stockton Street from Rocky Lane to Lebaron Boulevard, 35 to 25 MPH; and
Lebaron Boulevard from Reynolds Ranch Parkway to Stockton Street, 30 to 25 MPH.
FISCAL IMPACT: Normal maintenance only.
FUNDING AVAILABLE: Funding for the sign and legend installation/removal is from the Street
Maintenance Account (30156002), totaling approximately $2,000.

WHEREAS, staff received a request from the Senior Commission to establish senior
zones at the LOEL Center and the senior facilities in the Reynolds Ranch and Tienda Drive
areas by installing "Senior Zones" signage on public streets frontage; and
WHEREAS, the public streets fronting the LOEL Center and the Tienda Drive senior
facilities have the existing 25 MPH speed limit, which allowed the Senior Zone to be designated

WHEREAS, in the vicinity of the Reynolds Ranch senior facilities, the existing posted
speed limit is 35 MPH on Stockton Street and 30 MPH on Lebaron Boulevard and in order to
enforce the 25 MPH speed limit in the proposed Reynolds Ranch Senior Zone, Council approval
on the Stockton Street and Lebaron Boulevard speed limit reduction is essential per the State -
mandated requirements; and
WHEREAS staff recommends amending Traffic Resolution No. 97-148 by approving
speed limit modifications on Stockton Street from Rocky Lane to Lebaron Boulevard, 35 to 25
MPH; and Lebaron Boulevard from Reynolds Ranch Parkway to Stockton Street, 30 to 25 MPH.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby amend
Traffic Resolution No. 97-148 by approving speed limit modifications on Stockton Street from
Rocky Lane to Lebaron Boulevard, 35 to 25 MPH; and Lebaron Boulevard from
Reynolds Ranch Parkway to Stockton Street, 30 to 25 MPH.
