A RESOLUTION OF THE LODI CITY COUNCIL AMENDING THE CITY OF
LODI FISCAL YEAR 2022-23 BUDGET; APPROVING THE ADDITION OF ONE
ASSISTANT CITY ATTORNEY AND APPROVING THE JOB DESCRIPTION
AND SALARY SCALE; ONE DISPATCH SUPERVISOR; ONE POLICE
OFFICER; ONE SUBSTATION TECHNICIAN; RECLASS OF ONE PAYROLL
TECHNICIAN TO SENIOR PAYROLL TECHNICIAN; RECLASS OF ONE
SENIOR ADMINISTRATIVE CLERK TO SENIOR POLICE ADMINISTRATIVE
CLERK; RECLASS OF ONE ELECTRIC UTILITY BUSINESS ANALYST TO
SENIOR ELECTRIC UTILITY BUSINESS ANALYST AND APPROVING THE
JOB DESCRIPTION AND SALARY SCALE; RECLASS OF SERVICE WRITER
TO FLEET SERVICES COORDINATOR AND APPROVING THE JOB
DESCRIPTION AND SALARY SCALE; AND ELIMINATING ONE
PARTS CLERK POSITION
WHEREAS, the City Council adopted the Fiscal Year 2022/23 Budget on June 1, 2022;
and
WHEREAS, the 2022/23 Financial Plan and Budget was prepared in accordance with the
City Council's goals, budget assumptions, and policies; and
WHEREAS, the budget resolution requires a mid -year update which was presented to City
Council at its regularly -scheduled meeting on March 1, 2023 and
WHEREAS, revisions to the budget are necessary to address circumstances unknown at
the time of the budget adoption.
NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Lodi approves:
1) All budget amendments to Fiscal Year 2022/23 Budget as outlined on Exhibit A;
2) The addition of one Assistant City Attorney, approving the job specification attached
as Exhibit B and approving the salary scale as follows:

4) The addition of one Police Officer;
5) The reclass of one Senior Administrative Clerk to Senior Police Administrative Clerk;

includes purpose, responsibilities, and scope of work. Job descriptions are not intended
to reflect all duties performed within the job.
DEFINITION
Under administrative direction of the City Attorney, the Assistant City Attorney is fully
experienced in civil and public agency law and provides a wide range of professional
legal services to the City Council, the Risk Division of the City Attorney's Office, City
departments, and various boards and commissions; performs highly complex legal work
related to municipal government operations; conducts research, advises City officials
and departments, prepares opinions and reports, and represents the City in a variety of
litigation; performs related work as assigned by the City Attorney.
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the City Attorney. Provides supervision and
direction to lower lever staff. This position may be assigned overall administrative
responsibility of the Department in the absence of the City Attorney.
EXAMPLES OR DUTIES
Duties may include, but are not limited to, the following:
Assists the City Attorney in planning, organizing, and directing the activities of the City
Attorney's office, including developing, planning and implementing Department goals,
objectives, policies, and procedures; Assist in the preparation of the City Attorney
Office's budget;
Monitors legal developments, including proposed legislation and court decisions;
evaluates impact on City operations and recommends appropriate action; advises City
departments concerning the respective duties, powers, functions and obligations;
Prepares, researches, drafts and reviews ordinances, resolutions, contracts, deeds,
leases and other legal documents and instruments; offers opinion as to legal
acceptability when presented to the City for consideration by an outside agent or
agency;
Investigates and prepares reports on claims and complaints against the City; makes
tentative decisions concerning advisability to prosecute, compromise, or dismiss
litigation and discusses recommendations and potential problems with the City Attorney;
Represents the City in court cases and hearings encompassing a wide variety of civil
and criminal subject matters, including all phases of pretrial, trial, and appellate work;
Attends meetings of City boards and commissions as assigned; represents the City in
administrative hearings before City boards and commissions, and state and federal
agencies; May attend City Council meetings and serve as City Attorney in their
absence;
Advises the City on employee relations, discipline, and labor relations matters;
Researches, prepares, and presents technical and administrative reports and studies;
Maintains records and compiles reports of work performed; prepares written
correspondence;
Serves as Acting City Attorney as required;
Performs related and relevant work as assigned by the City Attorney; Interacts with City
staff and may manage outside counsel;
Builds and maintains positive working relationships with co-workers, other City
employees, and the public using principles of good customer service;
Performs other duties related to the operation of the Department and the City, including
additional duties that enable the Department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS
Knowledge of:
Advanced principles and procedures of civil law, particularly as they relate to municipal
government and may include, but not be limited to, The Brown Act, Political Reform
Practices Act; Public Records Act, Callifornia Claims Act, land use, CEQA, public
contracting, personnel, labor, workers compensation, and tort law;
Ordinances, statutes, and court decisions; state and federal laws applicable to
municipalities and public bodies;
Principles, methods and techniques of legal research and investigation; judicial
procedures and rules of evidence; pleading and practice and effective techniques in the
presentation of court cases;
Responsibilities and obligations of public officials and administrative agencies;
Municipal government organizational structure and functional responsibilities; state and
federal laws and constitutional provisions affecting municipal operations.
Ability to:
Define issues, performing legal research, analyzing problems, evaluate alternatives in
making sound recommendations; interpret state and federal laws and constitutional
provisions affecting municipal operations;
Exercise sound and independent judgement within general policy guidelines and legal
parameters; present statements of fact, law, and argument clearly and logically;
exercise tact and discretion where appropriate;
Represent the City effectively in hearings, courts of law, and meetings with others;
prosecute the most difficult legal cases;
Become knowledgeable of the City's policies and procedures such as the Municipal
Code, Zoning Code, Building Code, Personnel Rules, and other City codes, laws,
policies and procedures and apply them to resolve problems and/or answer questions;
Advise the City on employee relations, discipline, and labor relations matters;
Prepare clear, concise, and legally sufficient resolutions, ordinances, contracts, leases,
permits, reports, correspondence, and other written materials;
Establish and maintain effective working relationships with those contacted in the
course of work.
EDUCATION AND EXPERIENCE
Any combination equivalent to experience and education that would likely provide the
required knowledge and abilities would be qualifying. A typical combination is:
Education:
A Juris Doctorate degree from a law school accredited by the American Bar Association
or the California Bar Association.
Experience:
Five (5) years increasingly responsible experience in the practice of civil or municipal
law; prior civil litigation experience is preferred.
LICENSES AND CERTIFICATES
Possession of an appropriate, valid Driver's License from the California Department of
Motor Vehicles. Must be a current member in good standing of the California State Bar
Association.
WORKING CONDITIONS
Environmental Conditions:
Mental and/or physical ability to work in a standard office environment with extensive
public contact; incumbents must be willing and able to work the hours necessary to
accomplish the job requirements including working irregular hours, attend evening
meetings, and travel to attend classes, meetings and/or seminars.

DEFINITION
Performs highly complex, comprehensive analytical work in support of a variety of Electric
Utility projects and programs, for both internal and external customers; conducts detailed
financial and system data analysis; participates in special studies in support of Electric
Utility business; exhibits excellent judgment and decision-making regarding policies and
procedures; collaborates with management and co-workers in providing consultation
services in areas of Electric Utility expertise; and other related duties, as required.
SUPERVISION EXERCISED AND RECEIVED
Receives general direction from higher-level personnel. Exercises direct supervision over
assigned staff.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
Gather, compile, tabulate, analyze, and report statistical Electric Utility meter and
customer billing/usage information for use by internal and external customers;
Perform quantitative analysis of customer load and generation data to validate data
received from multiple sources, determine usage trends, and identify and resolve
variances;
Work with metering and billing personnel, as needed, to calculate customer account
corrections and backbills;
Assist with review and confirmation of calculations associated with monthly large
industrial bill batch processing and customer self -generation;
Perform the validation and auditing of customer rate class assignments and recommend
re -assignment in accordance with approved rate tariffs;
Maintain current electric rates in the billing system in accordance with City Council
approved changes, seasonal changes, and special tariff conditions;
Support staff with regard to City's metering systems, and work closely with Information
Services and other personnel to identify, analyze, and resolve communication and data
problems; Work closely with Information Technology Division and other personnel to
identify, analyze and resolve communication and data problems pertaining to the City's
metering systems;
Serve as project manager to manage, implement, and maintain any data management
systems that support utility operations;
Assist in budget forecasting/preparation and data collection related to fixed assets and
financial reports;
Develop, update, and analyze, through electronic models, current and projected retail
sales revenue, rate adjustments, operating costs, and capital improvement program
activities;
Design, implement, modify, and manage databases used to input and extract data and
prepare regular and/or custom reports;
Design, upgrade, and ensure successful migration to and from various computer
programs; update data and ensure maintenance of accurate data;
Research and compile data related to other electric utility competitors and prepare related
reports;
Assist with preparation and implementation of Electric Utility contracts;
Provide day-to-day support to other divisions regarding rates, data gathering and
analysis, budgeting, and project management;
Participate in and/or manage special projects, as assigned;
Monitor and oversee Department clerical functions including work flow processing,
development and implementation of Department policies and procedures, process
improvements, social media/website content and development, and Department payroll
processing;
Assist in the selection of assigned staff; plan, organize, schedule, train, direct, review and
evaluate the work of assigned staff; assign work activities, projects and programs;
monitors work flow; coaches employees on performance deficiencies and implements
disciplinary action as needed;
Build and maintain positive professional working relationships with co-workers, other City
employees, outside agencies, and the public using principles of good customer service;
and
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS
Knowledge of:
Quantitative analysis, including technical, statistical, and financial, as it relates to electric
utility data;
Mathematics, statistical, financial and accounting methods for revenue, cost and rate
analysis, and methods of graphic presentation;
Working knowledge of SQL and data management, including database and spreadsheet
applications, with the ability to use complex models and specialized computer
applications;
Research techniques and documentation methods;
Principles and practices associated with the collection of Electric Utility meter and
customer data;
Principles and practices of budget and financial planning in addition to project
development and management;
Technical report writing procedures and techniques;
Customer Information Systems (CIS), AS400, and other related software applications;
Basic payroll functions include the Fair Labor Standards Act (FLSA);
Principles and practices of management and leadership; principles of personnel
administration, supervision and training;
Applicable Federal, State, local laws, codes and regulations; and
Thorough knowledge specific to the area of assignment is required.
Ability to:
Plan, initiate, and complete work assignments with a minimum of direction; analyze
administrative problems, evaluating alternatives, and make creative recommendations;
assume control of a project and make sound recommendations; properly interpret and
make decisions in accordance with laws, regulations and policies; prepare and write

sets of data;

during the course of work;
Operate a variety of office systems and equipment, including specialized computer
applications;
Work with and control sensitive, confidential information;
Sit at a desk for long periods of time and travel to out-of-town meetings, occasionally with
overnight stays; and
Communicate clearly and concisely, both orally and in writing, prepare and present oral
and written reports.
EDUCATION AND EXPERIENCE:
Any combination of experience and education that would likely produce the qualifying
knowledge and ability. A typical combination is:
Education:
Possession of a Bachelor's degree from an accredited college or university with major
coursework in business administration, public administration, economics, engineering,
computer science, mathematics, or a related field.
Experience:
Five (5) years of full-time professional work experience with increased responsibilities
involving multiple facets of: electric utility rates and business practices; automated electric
utility billing operation system and AMI/AMR which included technology systems
coordination and working with databases, spreadsheets, and other software applications
as it relates to data compilation and analysis for a public agency. Two years of which
included supervision. Knowledge of Tyler/Munis, Electric Utility billing and metering is
highly desirable.
LICENSES AND CERTIFICATES
Possession of a valid Class C Driver's License from the California Department of Motor
Vehicles.
WORKING CONDITIONS
Environmental Conditions:
Work is generally performed in an office setting with frequent interruptions, multiple
deadlines, and peak workload periods. Position may require working with the public and
attendance at night and/or weekend meetings, and driving a motor vehicle. May be
exposed to safety hazards including, fumes or odors, dust or gases, chemicals, toxic
materials, oil, and a variety of mechanical machinery.
Physical Conditions:
Essential functions may require maintaining physical condition necessary to see well
enough to read, write and make observations; hear well enough to converse on the radio,
telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach, stand,
crouch or climb; operate assigned equipment and vehicles; operate office equipment

Under general supervision, to perform public contact and customer service work over
the telephone and at a customer counter; serve as a liaison between the customer and
the service technician; and to perform general clerical work in receiving and processing
requests for automotive and heavy equipment repair and maintenance; and to order
receive, distribute and stock vehicle and equipment parts, accessories, supplies, special
tools used in the maintenance, service and repair of City vehicles and heavy equipment,
and other related supplies.
SUPERVISION EXERCISED AND RECEIVED
General supervision is provided by higher level personnel.
EXAMPLES OF DUTIES
Duties include, but are not limited to, the following:
Ascertains automotive problems and services by listening to customer's description of
symptoms; clarifying description of problems; conducting inspections; checking vehicle
maintenance records; pick up and deliver vehicles;
Issues routine work orders to equipment mechanics with direction from higher level
personnel by describing symptoms, problems, and causes discovered, as well as
repairs and services required; obtaining approval signatures; may issue parts to
equipment mechanics; reviews work orders for complete and accurate information;
records repairs made and service rendered, time, and parts used; and notifies
customers upon completion of work;
Orders, receives, distributes and stocks vehicle and equipment parts, fuel and oil
supplies, accessories and special tools used in the maintenance, service and repair of
City vehicles and heavy equipment; and ensures minimum supply levels on the basis of
operational needs;
Performs inventory counts and assists in reconciliation; Initiates actions to re -order
stock material items when items reach a designated reorder point; Identifies various
inventory transactions and relationships to inventory management; Enters inventory
counts into computerized inventory system; Applies FIFO (first in first out) theory to
inventory items; Prepare inventory reports for Fleet Division;

Inspects parts, supplies and equipment for quality, quantity and correctness; verifies
and checks items received against parts catalog and manufacturer's identification,
model or parts number;
Researches and locates sources for standard and non-standard parts or special tools;
determines feasibility of substituting parts;
Processes requisitions and invoices for parts, materials, or vendor services associated
with each work order; processes invoices for payment through computerized accounting
system;
Enters vehicle maintenance and service data using various computer programs;
Receives and responds to customer inquiries; refers customers to appropriate persons
regarding services; provides follow-up on inquiries from customers; and refers or assists
in the resolution of problems;
Schedules and coordinates preventive maintenance, repair, and verifies warranty and
service contract coverage by examining records and papers; explaining provisions and
exclusions;
Picks up or receives parts from vendors; and may identify and locate appropriate parts,
determines prices, prepares requisitions;
Contacts outside service providers for road calls, repairing, and towing; monitors
warranties on vehicles and equipment;
Prepares monthly reports on repair services and charges; maintains manual and
electronic records;
Provides exceptional customer service to those contacted in the course of work;
Other related duties may also be performed; not all duties listed are necessarily
performed by each individual holding this classification.

EDUCATION AND EXPERIENCE
Any combination of experience and education that would likely produce the qualifying
knowledge and ability. A typical combination is:
Education:
Equivalent to the completion of high school or GED.
Experience:
Two years of responsible work experience performing customer service or general
clerical duties in an automotive repair facility or automotive parts store including one
year of experience with computerized record keeping and inventory management
systems for automotive parts.
LICENSES AND CERTIFICATES
Possession of a valid Driver's License (Class C) issued from the California Department
of Motor Vehicles.
WORKING CONDITIONS
Environmental Conditions- Exposure to a variety of weather conditions, heavy
equipment, traffic, dust, noxious fumes and noise. Exposure to general office equipment
and noise.
Physical Conditions- Essential and marginal functions require maintaining physical
conditions necessary for standing, walking, sitting, driving, carrying, pushing, climbing,
bending at waist, stooping, crouching, reaching, kneeling, crawling, hearing, sense of
smell and sense of touch, lifting and pulling up to 60 pounds
