A.Call to Order / Roll Call
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, January
17, 2023, commencing at 7:01 a.m.
Present: Council Member Bregman, Council Member Khan, Council Member Nakanishi, Mayor Pro Tempore
Craig, and Mayor Hothi
Absent: None
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Nashed

B-1 Receive Information on Senate Bill 1383 Implementation and Direction on Waste Management Contract
Extension and Rate Structure (PW)
Public Works Director Charlie Swimley introduced Waste Management Director of Government Affairs Alex
Oseguera, Waste Management District Manager Danny Uribe, Waste Management Public Sector Manager
Vanessa Barberis, Waste Management Area Director Public Sector Northern California/Nevada Bradley Cea,
and Public Works Management Analyst Rebecca Areida.
Waste Management Representatives Oseguera and Barberis provided a PowerPoint presentation regarding
Waste Management SB 1383 compliance and rate affordability plan. Specific topics of discussion included
Waste Management and City of Lodi partnership, contract terms, SB 1383 mandated service changes, outreach
and education, residential rate structure, residential overfilled cart audit, current and proposed residential rates,
and next steps.
Council discussion ensued with Mr. Oseguera, Ms. Barberis, and Director Swimley regarding the timeline of
implementation, accelerated funds from Waste Management and its utilization on SB 1383 related City projects,
enforcement actions and penalties, what type of waste is deposited in which type of bin, and commercial
property requirements.

No action was taken by the City Council. The meeting was adjourned at 7:45 a.m.
