SPECIAL CITY COUNCIL MEETING

A.Call to Order / Roll Call
The Special City Council meeting of January 4, 2023, was called to order by Mayor Hothi at 7:02 p.m.
Present: Council Member Bregman, Council Member Khan, Council Member Nakanishi, Mayor Pro Tempore
Craig, and Mayor Hothi
Absent: None
Also Present: Deputy City Manager Keys, City Attorney Magdich, and City Clerk Nashed
B.Regular Calendar B-1 Adopt Resolution Ratifying City Manager ’s Proclamation Finding Existence of a
Local Emergency (Extreme Weather) and Rendering Certain Emergency Orders, Including an Increase in
City Manager’s Contracting Authority for Services and Goods Related to Extreme Weather to a Maximum
Amount of $500,000 for Duration of Local Emergency, and Suspending Purchasing System Set Forth in
Lodi Municipal Code Chapter 3.20 for Duration of Local Emergency as to Purchase of Goods and
Services Related to the Emergency (CM/CA)
Deputy City Manager Andrew Keys provided a report regarding the proclamation finding the existence of a local
emergency (extreme weather). Specific topics of discussion included the date of the first storm, the declaration
of operation of the Lodi EOC to begin emergency operations related to the storm, surrounding jurisdictions and
the State of California declaring a state of emergency, damages to city property due to weather, and damage
estimates.
Council Member Khan thanked first responders and City management for their work in response to the storms.
Council Member Nakanishi provided an update regarding residents' concerns regarding the flooding due to the
storms. He thanked the Police Department, Fire Department, and Public Safety.
Council discussion ensued with Public Works Director Charlie Swimley, City Attorney Magdich, and Deputy City
Manager Keys regarding pumps issues and status, coordination with Lodi Unified School District on flooding of
Lodi schools, possible assistance from other states, drafting reports detailing emergency management planning
process as part of after action to the storms, information regarding sandbags provided by the City, possible state
and federal resources for assistance, and the length of time which the ratification of the Declaration of
Emergency extends.
Council Member Khan made a motion, second by Mayor Pro Tempore Craig, to adopt Resolution No. 2023-01
ratifying the City Manager's proclamation finding the existence of a local emergency (extreme weather) and
rendering certain emergency orders, including an increase in the City Manager's contracting authority for
services and goods related to extreme weather to a maximum amount of $500,000 for the duration of the local
emergency, and suspending purchasing system set forth in Lodi Municipal Code Chapter 3.20 for the duration of
the local emergency as to purchase of goods and services related to the emergency.

The above motion carried by the following vote:
Ayes: Council Member Bregman, Council Member Khan, Council Member Nakanishi, Mayor Pro Tempore
Craig, and Mayor Hothi

There being no further business to come before the City Council, the meeting was adjourned at 7:24 p.m.
