RECOMMENDED ACTION, Public Hearing to receive an annual report of available Growth Allocations and
consider adopting a resolution revising the Growth Management procedures
to allow the issuance of Growth Allocations to projects on lands not yet
annexed.
BACKGROUND INFORMATION: To clarify the process for future annexation of new land for residential
development outside the existing city limits, Staff is proposing revisions to the
existing Growth Management Program to define the advance procedures to
allow projects on lands not yet annexed to apply for and receive growth allocations.
In 2022, the City Council updated and revised the Growth Management Program with the adoption of Resolution No.
2022-21. The proposed Resolution would add the following to the procedures established in Resolution No. 2022-21:
Allow for the City Council to issue Growth Allocations early in the process for projects on lands that are not yet
annexed into the City, subject to their successful annexation.
The annual process involves deducting allocations granted in the past 12 months from the number of allocations
available for prior calendar year, deducting unused allocations which are more than three years old, and adding
new allocations based on the maximum 2 percent annual growth rate established in the Growth Management
Plan.
Staff will provide a brief report on the updated available allocations, including an accounting of allocated, expired
and added allocations and the total available for the 2023 calendar year.

the following item:
