Additional $35,000 for Stormwater Trash Collection Project — Phase 2

BACKGROUND INFORMATION: The project consists of installing a trash capture device in the storm
drain line upstream from Outfall No. 4 located on the City owned
Awani Drive Property, North of Turner Road. The device is designed
to filter trash from the storm drain system before being discharged into the Mokelumne River. This project
is in response to the statewide mandate requiring trash in the City's storm drain system be collected prior
to discharging to rivers or streams.
On August 18, 2021, Council awarded the contract to Soracco, Inc. for $294,874, and authorized the City
Manager to execute change orders in the amount of $60,000.
On September 21, 2022, Council increased the City Manager's change order authority by an additional
$72,000. The additional change order authority was necessary to compensate the contractor to haul and
dispose of the hazardous soil to the nearest hazardous waste landfill as required by the County Health
Department. The additional funds also addressed an increase in the trash collection device procurement
costs associated with the substantial delays brought forth by the County's requirements.
The work associated with the original project is now completed, however an issue has arisen at the Outfall
No. 9 pump station, also located on the Mokelumne River. The pump station's discharge manhole includes
a 60 -year old flap gate that is cracked, causing water to continuously backflow into the storm drain system
from the Mokelumne River. The original system was not designed to accommodate this additional water
from the river, and if the crack worsens, it may adversely impact the storm drain system's ability to
adequately serve the City.
Staff received a proposal from the contractor to perform the flap gate repair and manhole reconstruction for
$75,850. This does not Include costs for additional asphalt pavement repair (approximately $10,000), or
any addition unknown conditions that are likely to be encountered at this location.
Staff recommends maintaining approximately a 20% change order contingency for the remaining
construction. This would require increasing the City Manager's not -to -exceed change order authority by

$35,000 to a total not -to -exceed amount of $167,000. The recommended increase will accommodate the
flap gate repair and provide project funding to respond to unknown conditions during construction.
FISCAL IMPACT: Expanding the scope of this project will facilitate a needed repair to a portion
of the City storm drain system and reduce storm drain impacts associated
with Mokelumne River water inundating the City's system. This project does
not impact the General Fund.
FUNDING AVAILABLE: Budgeted Fiscal Year 2021/22- Wastewater Capital

RESOLUTION NO. 2022-312
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE ADDITIONAL CHANGE ORDERS FOR
STORMWATER TRASH COLLECTION PROJECT — PHASE 2

WHEREAS, the project consists of installing a trash capture device in the storm drain
line upstream from Outfall No. 4 located on the City -owned Awani Drive property, north of
Turner Road; and
WHEREAS, on August 18, 2021, Council authorized the City Manager to award the
contract to Soracco, Inc., for $294,874, with the authority to execute change orders in an
amount not to exceed $60,000; and
WHEREAS, on September 21, 2022, Council increased the City Manager's change
order authority by an additional $72,000, which was necessary to compensate the contractor to

the County Health Department, and also addressed an increase in the trash collection device

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute change orders for an additional $35,000 for Stormwater
Trash Collection Project — Phase 2; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
