AGENDA TITLE: Assign and Confirm Annual Appointment of City Council Members on Various Boards,
Committees, and Commissions
MEETING DATE: January 4, 2023

RECOMMENDED ACTION: Assign and confirm annual appointment of City Council Members on
various boards, committees, and commissions.
BACKGROUND INFORMATION: The attached list sets forth the service of City Council Members on
various County and regional boards, committees, and commissions. The
list is confirmed annually after the reorganization of the City Council for
accuracy. The changes made thus far are summarized below and highlighted on the attached list:
• Following past practice, the representatives on the San Joaquin Valley Special City Selection
Committee have been updated to reflect the reorganization, Mayor Hothi is listed as the Delegate and
Mayor Pro Tempore Craig as the Alternate.
• Pursuant to the City Council Protocol Manual Section 4.2b, the Mayor is the City's representative on the
League of California Cities Central Valley Division Executive Committee, however in previous years
Council Members other that the Mayor have served as representative. In 2021, Mayor Pro Tempore
Hothi was assigned to the position. The Council may decide to retain Mayor Hothi as the City's
representative or appoint another member of the Council.
Additionally, staff asks for direction regarding appointments for the following groups'
• Northern California Power Agency & City of Lodi Risk Oversight Committee (Commissioner/Committee
Member and Alternate)
• San Joaquin Council of Governments
• Lodi 2x2 with Lodi Unified School District
• San Joaquin Partnership
Lastly, staff asks for the following reappointments for the San Joaquin County Flood Control and Water
Conservation District — Water Advisory Commission.
• Delegate — Public Works Director Charlie Swimley
• Alternate — Water Plant Superintendent, Travis Kahrs
