AGENDA TITLE: Set Public Hearing for January 18, 2023, to consider a Resolution Adopting and Implementing
the Collection of San Joaquin County Facilities Fees, CEQA Determination: Exempt per
Section 15061(b)(3) of the CEQA Guidelines, 2022.

RECOMMENDED ACTION: Set Public Hearing for January 18, 2023, to consider a resolution adopting San
Joaquin County's (County) calculations for the County Facilities Fees (CFF)
for future development within the City of Lodi (City) and approving
implementation of City collection of the CFFs as authorized under Lodi
Municipal Code Chapter 15.66.
BACKGROUND INFORMATION: In 2003, San Joaquin County published the CFF Nexus Report, which
documented the nexus between new development in San Joaquin County
and the need for region -serving facilities and improvements. In order to
mitigate regional impacts caused by new development within San Joaquin County, the countywide collection of CFF
began on August 15, 2005. However, the City ceased collection of CFF in June 2012, when the Master Annexation
Agreement between the City and the County expired. With the recent update of the Municipal Service Review (MSR)
and related Sphere of Influence (SOI), the City has begun negotiating terms for a new Master Annexation Agreement
with the County which would require that the City reestablish collection of CFF and the City reenacted Chapter 15.66
providing for the collection of CFF.
The 2023 fee per single family residential unit is $3,249. Multi -family residential is $2,408 per unit. Retail commercial
is $0.54 per square foot. Commercial office is $0.80 per square foot. Industrial is $0.15 per square foot.
During their October 18, 2022 board meeting, the County Board of Supervisors approved an updated CFF fee
schedule, effective January 1, 2023. The CFF fee schedule is automatically adjusted for inflation, based on changes
to the California Construction Cost Index (CCCI), which is published by the California Department of General Services.
Per agreements for the administration of the CFF program, county jurisdictions are requested to approve the revised
fee schedule that will take effect on January 1, 2023, and annually each year following.
FISCAL IMPACT: With the acceptance of the County's CFF calculations and adoption and
implementation of the CFF schedule, revenues collected at the issuance of
building and/or discretionary permits will be passed on to development
applicants. No direct fiscal impact on the City.
FUNDING AVAILABLE: None required.

NOTICE IS HEREBY GIVEN that on Wednesday, January 18, 2023, at the hour of
7:00 p.m., or as soon thereafter as the matter may be heard, the City Council will
conduct a public hearing at the Carnegie Forum, 305 West Pine Street, Lodi, to consider
the following item:
a) Resolution revising Growth Management Program procedures to
allow issuing Growth Allocations for projects on land not yet
annexed.
Information regarding this item may be obtained in the Community Development

invited to present their views and comments on this matter. Written statements may be
