COUNCIL COMMUNICATION
AGENDA TITLE: Notice Regarding Unmet Conditions to Apply for Mobile Library Grant for Fiscal Year
2023-2024 Approved by the Library Board of Trustees (Information Only)
MEETING DATE: January 4, 2023
PREPARED BY: Library Director
RECOMMENDED ACTION: Notice regarding unmet conditions to apply for Mobile Library Grant for
Fiscal Year 2023-2024 approved by the Library Board of Trustees
(information only).
BACKGROUND INFORMATION: The Library began research to apply for grant funding for a mobile library
van primarily servicing aging adults. The deadline for the grant was
November 15, 2021. After preliminary feedback from the senior center,
community center and assisted living facilities, the Library Director determined there is not demand to justify a
proposal. The Director updated the Council on January 5, 2022. Community asset mapping and needs
assessments were conducted as part of the Library's strategic plan during November 2021 through July 2022.
This was in part to see if another target audience was identified or demand for a mobile library.
This data was compiled via surveys, recommendations from community partners, two community forums and
interviews/observations during community canvassing. An additional target audience or demand for a mobile
library was not revealed as a result of the aforementioned process. The Director will not pursue grant funding
due to lack of demand. The Library will bring library services to specific neighborhoods in the form of "pop up"
programs once we are fully staffed. This will provide outreach without the major costs associated with
maintenance and operation of a mobile library.
This decision was voted upon unanimously by the Library Board of Trustees during the December 12, 2022,
meeting.
FISCAL IMPACT: None.
FUNDING AVAILABLE: None. Conditions were not met to submit a proposal.
