AGENDA TITLE: Adopt resolution approving the waiver and transfer of Juvenile Accountability
Incentive Block Grant funding and Approve matching City funds ($1,557.00)

RECOMMENDED ACTION: That the City Council adopt a Resolution for the waiver and transfer of
Juvenile Accountability Incentive Block Grant funding and approve
matching City funds.
BACKGROUND INFORMATION:
For the third year, the Office of Criminal Justice Planning has
awarded a Juvenile Accountability Incentive Block Grant to San
Joaquin County. The total award is $244,795 and the City of Lodi's
share of the grant is $14,011.
I am recommending that Council authorize the City of Lodi's share of this grant to be waived so the funds
can be pooled with grant funds from the cities of Manteca, Tracy, Stockton, and the County of San Joaquin
for purposes of funding Gang Outreach workers. These worker(s) will serve San Joaquin County cities and
liaison between law enforcement, gang members and their families. This program is tied to the Operation
Peacekeeper Program in which the City of Lodi has participated, with County agencies, for the past three
(3) years.
FUNDING: $14,011 grant funds awarded by the Office of Criminal Justice Planning to the City of Lodi
through San Joaquin County. $1,557 matching funds, from the State Citizens Option for
Public Safety Grant (AB 3229).

RESOLUTION NO. 2001-69
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
WAIVER AND TRANSFER OF JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT FUNDING, AND FURTHER
APPROVING MATCHING CITY FUNDS
WHEREAS, San Joaquin County has received a Juvenile Accountability
Incentive Block Grant from the Office of Criminal Justice Planning in the amount of
$244,795.00; and
WHEREAS, the City of Lodi's share of that grant if $14,011.00; and
WHEREAS, the City of Lodi declines to directly accept funds made available
through the Juvenile Accountability Incentive Block Grant (JAI BG) Program administered
by the Office of Criminal Justice Planning (OCJP); and
WHEREAS, the City of Lodi waives its right to its entire direct subgrant award
and authorizes the funds to be expended by the City of Stockton for the mutual benefit of
both units and local government; and
WHEREAS, any liability arising out of the performance of this Grant Award
Agreement, including civil court actions for damages, shall be the responsibility of the
grant recipient and the authorizing agency. The State of California and OCJP disclaim
responsibility for any such liability; and
WHEREAS, The grant funds received hereunder shall not be used to supplant
expenditures controlled by this body.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Lodi
hereby approves appropriation of $1,557.00 from the City's State Citizens Option for
Public Safety Grant as matching funds for the Juvenile Accountability Incentive Block
Grant.
