AGENDA TITLE: Adopt Resolution Authorizing City Manager to Waive Bid Process and Approve Purchase of
2023 Ford F350 4x2 Utility Service Truck from Downtown Ford, of Sacramento ($79,987)

RECOMMENDED ACTION: Adopt Resolution authorizing City Manager to waive bid process and
approve purchase of 2023 Ford F350 4x2 utility service truck from
Downtown Ford, of Sacramento, in the amount of $79,987.
BACKGROUND INFORMATION: Based on the current Fleet Policies, Vehicle No. 04-045, a 2006, Chevy
Silverado 3500 Utility Truck (Attachment 1), has reached its replacement
guidelines of 10 year/85,000 miles. Total repair costs associated with
this vehicle is $16,683 with an additional cost of $4,506 in preventative maintenance (Attachment 2). The
current mileage is 106,975.
Staff is requesting to purchase a new service truck to be utilized by the City's Public Works electricians that
operate in town performing work on traffic signals, water and wastewater pump stations, City facilities and other
duties.
Though Vehicle No. 04-045 has exceeded replacement guidelines, the truck remains suitable for light duty
operations. Since utility trucks are difficult and expensive to obtain, staff recommends the truck be reassigned to
the White Slough Water Pollution Control Facility for secondary use. There it can continue to be used as an
electrician's service truck without accumulating heavy mileage, maintenance and repair costs.
Per Lodi Municipal Code §3.20.045, State and Local Agency Contracts, the bidding process may be waived when
it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that
have been awarded by other California public agencies, provided that their award was in compliance with their
formally -adopted bidding or negotiation procedures.
Staff recommends adopting a resolution authorizing City Manager to waive bid process utilizing state contract
1-22-23-20F CLIN 48 and approve purchase of 2023 Ford F350 4x2 utility service truck from Downtown Ford,
of Sacramento, in the amount of $79,987.
FISCAL IMPACT: Replacement of Vehicle No. 04-045 will ensure the City meets our regulatory
requirements, save maintenance and repair costs, and increase productivity due to
reduced downtime associated with repairs and waiting for parts.

RESOLUTION NO. 2023-03
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO WAIVE THE BID PROCESS AND APPROVE THE
PURCHASE OF A 2023 FORD F350 4X2 UTILITY SERVICE TRUCK FROM
DOWNTOWN FORD, OF SACRAMENTO, UTILIZING STATE OF CALIFORNIA
CONTRACT NO. 1-22-23-20F CLIN 48
WHEREAS, the Public Works Department Street Division is in need of replacing vehicle
04-045, a 2006 Chevy Silverado 3500 Utility Truck, which has reached its replacement
guidelines; and
WHEREAS, per Lodi Municipal Code Section 3.20.045, State and Local Agency
Contracts, the bidding process may be waived when it is advantageous for the City, with
appropriate approval by the City Manager and City Council to use contracts that have been
awarded by other California public agencies, provided that their award was in compliance with
their formally -adopted bidding or negotiation procedures; and
WHEREAS, staff recommends authorizing the City Manager to waive the bid process
and approve the purchase of a 2023 Ford F350 4x2 Utility Service Truck from Downtown Ford,
of Sacramento, utilizing State of California Contract No. 1-22-23-20F CLIN 48.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to waive the bid process and approve the purchase of a 2023 Ford
F350 42 Utility Service Truck from Downtown Ford, of Sacramento, California, in the amount of
$79,987, utilizing State of California Contract No. 1-22-23-20F CLIN 48; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
