HomeMy WebLinkAboutAgenda Report - January 4, 2023 C-03r,r CITY OF Z00, O CALIFORNIA AGENDA ITEM C-3 COUNCIL COMMUNICATION AGENDA TITLE: Adopt Resolution Authorizing City Manager to Award a Purchase Order to California State University, Sacramento for Nine Fire Personnel to Attend Paramedic School ($135,000) and Request Unused Funds Roll To Future Budget Years MEETING DATE: January 4, 2023 PREPARED BY: Fire Chief RECOMMENDED ACTION: Adopt Resolution authorizing City Manager to award a purchase order to California State University, Sacramento for nine fire personnel to attend paramedic School ($135,000) and request unused funds roll to future budget years. BACKGROUND INFORMATION: On September 21, 2022, City Council approved the acceptance of the Assistance to Firefighters Grant (AFG) award for paramedic school and overtime backfill and appropriated funds. The Lodi Fire Department (LFD) solicited bids from the following paramedic schools: Sacramento State University, American River College, Las Positas College and NCTI. Sacramento State University was determined to be the best value for the LFD. Las Positas College was not responsive, and American River College was lowest cost; however, they could not guarantee spots for our firefighters. Personnel would have to follow the regular college enrollment process. NCTI and Sacramento State had comparable pricing; however, Sacramento State provided a hybrid program that would be most cost effective, reducing the number of overtime hours needed and possibly allowing LFD to send more personnel to paramedic school should there be unused funds available. Staff requests that the unused appropriation and funding be rolled from year to year during the duration of the grant performance period and that the City Manager be given the authority to approve grant amendments and change orders to purchase orders within the amount of the approved grant award. Staff recommends authorizing City Manager to award a purchase order to California State University, Sacramento for nine personnel to attend paramedic school ($135,000) and roll unused funds and appropriation for the duration of the grant performance period, and authorize City Manager to approve grant amendments and change orders to purchase orders within the amount of the approved grant award. FISCAL IMPACT: The paramedic school appropriation would be utilized throughout fiscal year 2023 and fiscal year 2024. APPROVED. Stephen Schwabauer, City Manager FUNDING The cost of paramedic school for nine personnel and the cost associated with backfilling the overtime would be paid for by the AFG grant. The city's matching obligation would be funded with anticipated salary savings. Funding for ongoing operation of a mature ALS program will be a General Fund expense. The appropriations were approved on Resolution 2022-215. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to award a purchase order to California State University, Sacramento for nine fire personnel to attend paramedic school, in the amount of $135,000, and to approve grant amendments and change orders to purchase orders within the amount of the approved grant award; and BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize any unused funds and appropriations to roll to future budget years for the duration of the grant performance period; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
