Alex Aliferis provided public comment regarding trash in the streets of Lodi and COVID-19.
Lance Dupriest provided public comment regarding Kofu Skate Park.
Pat Byron provided public comment regarding Kofu Skate Park and provided a Supplemental document
(filed).
Chelsea Taylor provided public comment regarding Kofu Skate Park.
Rudy Atler provided public comment regarding Kofu Skate Park.
Lisa Craig provided public comment regarding Pearl Harbor and Samuel Merritt Gantner.
Mushtaq Tahirkheli provided public comment regarding his campaign for California State Assembly in 2022.
Chris Rieck provided public comment regarding Kofu Skate Park.
E. Comments by the City_Co_un_I_Mem,be,t, onNon-Agenda Items
Council Member Nakanishi acknowledged the residents that submitted public comments on the skate park
and thanked Council Member Kuehne and Mayor Chandler for their service on the City Council.
Council Member Kuehne provided an update on the Kiwanis Light Parade event, thanked Council Member
Nakanishi for his kind words, acknowledged the residents that submitted public comments on the skate park
and provided information regarding the last Lodi Chamber of Commerce meeting of 2022.
Council Member Khan acknowledged the residents that submitted public comments regarding the skate park,
provided an update on his attendance at the Light Parade, thanked Mayor Chandler and Council Member
Kuehne for their service on the City Council and leadership, requested residents assist homeless individuals
during the winter season, and stated he will be hosting a blanket and toy drive in District 4.
Mayor Pro Tempore Hothi thanked Mayor Chandler for his service on the City Council and his leadership,
and reminded all of the Lodi Fire Foundation Holiday event.
Mayor Chandler provided an update on Mr. Riccardo Viaggi's visit from Lodi, Italy.

Deputy City Manager Keys expressed his appreciation for Mayor Chandler's and Council Member Kuehne's
leadership through their roles on the City Council.

H-1 Receive and File City's Annual Comprehensive Financial Report(Fiscal Year 2021122) by The Pun
Group (ISD),
Vanessa Burke, Partner of the Pun Group, provided a PowerPoint presentation on the City's Annual
Comprehensive Financial Report. Specific topics of discussion included scope of work, annual required
communications, management's responsibilities, auditors' responsibilities, audit results, overview of financial
statements, key financial indicators - sales tax trend, net cost of service to tax revenues, General Fund
Reserves available fund balance to annual expenditures, GASB 68 (Pension Standard), GASB 75 (OPEB
Standard), summary of findings and recommendations, and summary of unposted audit adjustments.
Discussion ensued between Council Member Kuehne and Deputy City Manager Keys regarding the driving
factors for the fluctuation in funds between 2021 and 2022.

RESOLUTION NO. #H#4W 1#
A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF LODI, CALIFORNIA,
SUPPORTING THE DEVELOPMENT AND CONSTRUCTION OF A SKATEPARK IN THE CITY OF
LODI;
WHEREAS, the community's demographics, trends, and recreational interests have evolved and
Skateboarding, Freestyle BMX, Scooter Riding and Roller Skating have become extremely popular
activities for many Lodi residents; and
WHEREAS, The Cities current skatepark has become difficult to maintain due to its age, location,
and the design of the park; and
WHEREAS, Local Skateboarders, Roller Skaters, Freestyle BMX and Scooter Riders do not have an
appropriate skate park or skate Facility in the city of Lodi; and
WHEREAS, there is significant support for a skatepark within the city of Lodi, and
WHEREAS, Community members have requested that an area of at least 30,000 square feet within
Lodi, be designated by the Mayor and City Council as a new skatepark site; and
WHEREAS, the Mayor and City Council wish to create a Skatepark Advisory Committee consisting
of local skateboarders, City Staff, and other Stakeholders or municipal and civic organizations to
guide the city in the design and construction of a new skatepark
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Lodi California that:
1. The City supports the creation of a skatepark advisory committee to help guide the city in the
design and construction of a skatepark to be located at debenedetti park or some other
location within the city of Lodi
2. The City agrees to review a design for such a skatepark to be prepaired and submitted by a
qualified and experienced Skatepark designer.
3. The City agrees to ensure that any skateparks built within the city are built by a qualified and
experienced Skatepark builder and that all work is properly completed in accordance with the
design specifications.
This resolution shall become effective upon passage and approval of the Mayor and Council.
