AGENDA TITLE: Adopt Resolution Approving a Side -Letter Agreement with Lodi Police Dispatchers
Association to Provide a Training Incentive of Five Percent for Dispatchers/Jailers Who
Provide Training to Newly Hired Dispatcher/Jailers

RECOMMENDED ACTION: Adopt resolution approving a side -letter agreement with Lodi Police
Dispatchers Association to provide a training incentive of five percent for
Dispatchers/Jailers who provide training to newly hired Dispatcher/Jailers.
BACKGROUND INFORMATION: The Lodi Police Department has a need for certified Communication
Training Officers to provide training to newly hired Dispatcher/Jailers. It is
critical to the safety of Officers and other staff that the probationary
Dispatchers are trained by POST certified trainers.
New hire training has historically been provided by Lead Dispatchers as a part of their job duties. The Lead
Dispatchers are paid a higher salary than the Dispatcher/Jailers which includes compensation for the training
function. Due to staffing shortages within the Lead Dispatcher position, the Department would like to provide an
incentive to certified Communication Training Officers that are in the Dispatcher/Jailer classification.
Staff propose a five percent training incentive for Dispatcher/Jailers that have attended POST training and who
are certified Communication Training Officers. Dispatcher/Jailer's who are certified will receive a five percent
training incentive when assigned as a trainer. The incentive will be paid for the duration of the training period.
Staff recommends that the Council approve the attached resolution to provide a training incentive for qualified
Dispatcher/Jailers to train new hires.
FISCAL IMPACT: There is no budget impact to this proposal. Savings from currently vacant
budgeted positions are sufficient to pay these bonuses. Filled positions increase
service levels to those expected within the budget and decrease unexpected
savings at the end of a fiscal year.
FUNDING AVAILABLE: Costs will be funded with salary savings for vacant positions.

Side Letter Agreement Amending the Memorandums of Understanding
Between the City of Lodi and the Lodi Police Dispatchers Association
July 1, 2022 — June 30, 2025
This Side Letter Agreement is entered into between the City of Lodi, a municipal corporation
("City"), and Lodi Police Dispatchers Associations (LPDA), and is effective as of November 2,
2022.
RECITAI N
WHEREAS, the Memorandum of Understanding between LPDA and the City has a term
of July 1, 2022 through June 30, 2025 (MOU), and
WHEREAS, the training of newly hired Dispatcher/Jailers is a function and duty performed
by the Lead Dispatcher and is specifically included as a job duty in the Lead Dispatcher job
description, and
WHEREAS, the MOU does not include a provision for temporary training incentive for
Dispatchers who perform higher level work as a training officer, and
WHEREAS, the LPDA and the City wish to provide a five percent (5%) incentive to
Dispatcher/Jailers who have been trained and certified as a Communication Training Officer and
who are assigned to train newly hired Dispatcher/Jailers, and
WHEREAS, representatives from the City and from LPDA have met and conferred in good
faith to discuss the incentive and agreed to the following changes to Article IV of the LPDA MOU:
ARTICLE IV — INCENTIVE PAY
4.1 A $165 per month ($76.15 per pay period) incentive pay allowance shall be paid to
members who are trained in a POST Certified Field Evidence Technician (FET) course and
are on the call out roster for Field Evidence Technicians. The Latent Print Examiner
classification will receive the same incentive as FET.
4.2 Employees who have either an AA degree or Intermediate POST certificate will receive
$150 per month. Employees who have a BA degree or Advanced POST certificate shall
receive $225 per month. These amounts are not cumulative.
4.3 Dispatcher/Jailers who have been trained and are certified as a L'aEunIuiiications Trainin r
Officer by POST are eligible for a five percent 5% training incentive while assigned to
train newly Hired Dispatcher/Jailers. Lead Dispatchers are not eligible for this incentive.
MOU terms and conditions not otherwise modified in this Agreement shall remain unchanged and
shall remain in full force and effect through June 30, 2025.

RESOLUTION NO. 2022-304
A RESOLUTION OF THE LODI CITY COUNCIL AMENDING THE
MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF LODI AND
THE LODI POLICE DISPATCHER ASSOCIATION THROUGH A
SIDE -LETTER AGREEMENT ADDING TRAINING INCENTIVE PAY
WHEREAS, newly -hired Dispatcher/Jailers within the Lodi Police Department participate
in a sixteen -week on-the-job training before working solo; and
WHEREAS, staff that provide the on-the-job training are required to be certified as
Communication Training Officers through POST; and
WHEREAS, the training function has historically been provided by a Lead
Dispatcher/Jailer and the salary includes compensation for training duties; and
WHEREAS, the Police Department is experiencing a vacancy in the Lead Dispatcher
position and would like to provide compensation for certified Dispatcher/Jailers when assigned
to perform the training function; and
WHEREAS, representatives from the City and the Lodi Dispatcher's Association have
agreed upon a training incentive of five percent (5%) for certified Dispatcher/Jailers when
assigned to perform the training function.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the attached Side -Letter agreement (Exhibit A) between the City of Lodi and the Lodi Police
Dispatchers Association to provide a five percent (5%) training incentive to Dispatcher/Jailers
that are assigned to be trainers.
