AGENDA TITLE: Adopt Resolution Modifying the "Protocol Account" Policy to Increase the Expenditures
Limit Made From City "Protocol Account"

RECOMMENDED ACTION: Adopt resolution modifying the "Protocol Account" Policy to increase the
expenditures limit made from City "Protocol Account" by increasing it from
$1,000 to $1,500.
BACKGROUND INFORMATION: On July 19, 2000, the City Council adopted Resolution No. 2000-126
approving the current policy regarding the City's "Protocol Account." This
Resolution requires the imposition of "a $1,000 ceiling for expenditures
made from the City's 'Protocol Account,' above which would require specific City Council approval by placing the
item on a regular City Council agenda..."
Due to increasing costs over the past 22 years, inflation, as well as COVID-19 impacts, fees have increased
dramatically since the initial adoption of the City's "Protocol Account." Therefore, the City Clerk's Office requests
the City Council adopt a resolution repealing and replacing Resolution No. 2000-126 to amend the Protocol
Policy to increase the ceiling for expenditures from $1,000 to $1,500.
FISCAL IMPACT: Varies depending on event or expenditure. Overall budgeted amount for
the account will be approved by City Council with the annual budget.

RESOLUTION NO. 2022-300
A RESOLUTION OF THE LODI CITY COUNCIL REPEALING AND REPLACING
RESOLUTION NO. 2000-126 THEREBY AMENDING THE CITY'S
"PROTOCOL ACCOUNT" POLICY
WHEREAS, the City Council approved the adoption of the "Protocol Account" policy in
Resolution No. 2000-126, on July 19, 2000; and
WHEREAS, the "Protocol Account" policy imposed a $1,000 limit on expenditures; and
WHEREAS, costs have significantly increased within the past 22 years, especially with
inflation and impacts due to COVID-19; and
WHEREAS, the City Clerk's Office now requests the City Council increase the Protocol
Account ceiling for expenditures from $1,000 to $1,5000; and
WHEREAS, the updated policy for the "Protocol Account" shall be as follows:
• The City shall have a "Protocol Account" for expenses related to such occasions as
Council receptions and business luncheons, joint dinner meetings with various
agencies and organizations, and supplies associated with Mayoral duties (e.g. plaques
and awards, sympathy and congratulation tokens, etc.); and
• Impose a $1,500 ceiling for expenditures made from the City's "Protocol Account,"
above which would require specific City Council approval by placing the item on a
regular City Council agenda. The staff report should include justification for the event,
a summary of who the invited guests will include, and an itemized estimation of the
costs to be incurred; and
• A monthly itemized report of the Protocol Account shall be provided to the City
Council.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby repeal
and replace Resolution No. 2000-126 and adopt the modified City of Lodi Protocol Account
policy as set forth above.
