BACKGROUND INFORMATION: Each year, City Council allocates funding to support the arts. In FY 2022/23, Council allocated $39,060 for Arts Grants. The Lodi Arts Commission (LAC) is tasked with soliciting applicants for arts grants, reviewing grant applications and recommending applicants for funding. For FY 2022/23 funding, the LAC is recommending Council earmark $16,000 to support the Lodi Arts Foundation's Taco Truck Cook -Off, First Friday Art Hop and miscellaneous community events and allocate the remaining $23,060 to local arts nonprofit organizations to further the arts in Lodi. Three grant applications were received for six projects by the April 21, 2022, due date and reviewed by a subcommittee of the LAC (Exhibit A). On November 9, 2022, the LAC voted 7-0 to recommend the three applications for funding. The grants are being submitted for a total of $12,924 for Council approval. They are: Changing Faces Theater Company, $6,000; Breakthrough Project, $1,400; and Lodi Community Art Center, $5,524. The remaining $10,136 will be used for additional Arts Grants throughout the balance of the fiscal year. It is both a grand adventure story and a thoughtful exploration of what it means to be a child facing the transitions to adulthood." Benefit to the Community: "The COVID-19 pandemic has brought into clear focus the immense human need for community and communication. CFTC has been gratified that its Pop - Up shows have enabled them to share stories and bring people together safely, and the process has deepened their own appreciation for the vital role of the arts and the joy of forging a bond between audiences and performers." The show will illustrate the importance of fine art photography as a creative art form." Benefit to the Community: "Our Juried Photography Show provides a local and regional opportunity for new and experienced photographers to show their current photographic work and to participate in a competition." Project 2 Art Form(s): Visual Art Online Grant Request: $1,324.00 Project Expenses: $6,032.00 Project Name: "Youth Gallery and Classes" Project Date and Location: Monthly 2022-2023 at Lodi Community Art Center — 110 W Pine St, Lodi, CA 95240 Recommended for funding for 2022/23: YES Award: $1,324.00 Project Description: "We want to step up the quality of their, (the students) experiences in showing work in the youth gallery. It's wonderful that some parents come, see the show, and photograph children with their art. We're going to add a certificate of appreciation for each student and a photo of the youth gallery wall for each class ..." Benefit to the Community: "According to The Arts and Human Development, an abstract published by the National Endowment for the Arts, neuroscience research shows strong connections between arts learning and improved cognitive development; small comparison group studies revealing the arts contribute to school -readiness in early childhood; and longitudinal data analyses demonstrating positive academic and social outcomes for at risk teenagers who receive arts education." Project 3 Art Form(s): Visual Grant Request: $1,500.00 Project Expenses: $5,450.00 Project Name: "Master Art Classes" -2- Project Date and Location: To be scheduled at Lodi Community Art Center — 110 W Pine St, Lodi, CA 95240 Recommended for funding for 2022/23: YES Award: $1,500.00 Project Description: "Advanced workshop for local artists, bringing in artists that would normally have to travel to be able to take advantage of. Although some of the artists would be regional, our goal is to provide full day or multiple day workshops at reduced fee to Lodi artists." Benefit to the Community: "We are all continuously learning and growing, providing art educational opportunities to allow participants to grow, explore new techniques, refine long forgotten techniques expand their participation in the arts." Project 4 Art Form(s): Visual Art Grant Request: $1,200.00 Project Expenses: $6,175.00 Project Name: "Celebrate Lodi" Project Date and Location: April, May or June 2023 at Lodi Community Art Center — 110 W Pine St, Lodi, CA 95240 Recommended for funding for 2022/23: YES Award: $1,200.00 Project Description: "The show will celebrate Lodi through art. The art show will be open to all artists and all ages of artists in the area. In this show we want to include paint, sculpture, mixed media and photography. Celebrating scenes of Lodi and the surrounding area. All work must be new and be representational. As part of this activity we will be setting 1-3 plein aire locations opportunities. Categories will include Downtown Lodi, Heritage District, Greater Lodi, Wineries, Greater San Joaquin County." Benefit to the Community: "Practicing arts and crafts can make kids more enthusiastic about other aspects of their lives. There is a positive effect it can have on kids with learning difficulties. Social issues, or problems with self-esteem who find meaning and purpose in art. This event encourages this along with awareness of their community." -3- RESOLUTION NO. 2022-297 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING FISCAL YEAR 2022/23 ARTS GRANTS WHEREAS, the Lodi City Council allocated $39,060 in arts grants for Fiscal Year 2022/2023; and WHEREAS, the Lodi Arts Commission recommends Council allocate $16,000 of the arts grants to the Lodi Arts Foundation in support of their Taco Truck Cook -off, First Friday Art Hop and miscellaneous community events and allocate the remaining $24,060 to local arts nonprofits to further the arts in Lodi; and WHEREAS, grant applications were distributed to local nonprofit arts organizations with a submittal deadline of April 21, 2022. Three grant applications for six arts projects were submitted and screened by a Lodi Arts Commission review panel; and WHEREAS, the three applications for the six projects were approved by the Lodi Arts Commission at their regular meeting on November 9, 2022; and WHEREAS, grants were submitted for a total of $12,924 and $10,136 remains for future grants to be determined by the Commission. No. 2019-223), the City Attorney is the above -referenced document(s) that do not clerical corrections as necessary.
