HomeMy WebLinkAboutAgenda Report - March 21, 2001 E-08AGENDA TITLE: Adopt Resolution Awarding a Contract for Eastside Aerial Survey and Mapping Services, to Psomas in the Amount of ($10,248); and Appropriate $30,000 to Fund this Project and Other Tasks Associated with the Predesign of the Eastside Water and Wastewater Improvement Program MEETING DATE: March 21, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt a resolution awarding the contract for the above project to Psomas, of Sacramento, in the amount of $10,248.00 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: The aerial photography and mapping services are part of the initial items of work required to move forward in implementing the Eastside Water and Wastewater Improvement Program. The current budget has planned to appropriate a total of $4,600,000 through Fiscal Year 2002/2003 for both water and wastewater improvements associated with the Eastside. Therefore, the Program will include many separate improvement projects taking place over the next five to eight years. Once completed, the improvements will enhance water quality and fireflow capabilities, enhance the level of service associated with the wastewater system by increasing reliability and reducing infiltration due to leaky pipe joints, and decrease the level of maintenance activity associated with both utilities located in this older part of the City. Staff sent requests for proposals to four regional firms that specialize in aerial photography and mapping. While the firms were all slightly different in their approach and scope of the project, the firm reflecting the best combination of cost and service is Psomas. The cost to perform the above mentioned professional services is $10,248.00. Setting the required survey control points and flight panels will be performed by City Staff. Use of the aerial photography for this project will reduce the level of ground surveying required and increase the project's bidability. The remaining balance of the appropriation ($19,752) is being requested to fund other tasks associated with the predesign efforts including; 1) televising portions of the eastside wastewater system to evaluate the recent condition of the pipelines and to determine the most appropriate methods of rehabilitation APPROVED: H. Staff recommends City Council authorize the City Manager to execute a contract with Psomas and to appropriate $30,000 to fund this project and other tasks associated with the predesign of the Eastside Water and Wastewater Improvement Program.
