RECOMMENDED ACTION: Adopt resolution accepting Gateway South Subdivision, Unit No. 2, Tract
No. 3942, public improvements, amending Traffic Resolution No. 97-148
by Approving Stop Controls on Mahogany Drive at Lower Sacramento
Road and Blossom Drive, Two -Way Stop Control on Lyndon Street at Mahogany Drive, and Stop Controls on
Oleander Drive at Blossom Drive and Elan Street.
BACKGROUND INFORMATION: Gateway South Subdivision, Unit No. 2, is the second phase of a multi-
phase residential development located west of Lower Sacramento Road
and south of Century Boulevard, as shown on Exhibit A. Unit No. 2
consists of 135 single-family, residential lots and the project includes the installation of portions of Lower
Sacramento Road, portions of Harney Lane, and all interior subdivision public improvements.
The Developer, KDK Land Company (Developer), has completed, under the terms of an improvement
agreement, all public improvements and provided the warranty security for the improvements apart from those
shown on Attachment A (Transferred Improvements). Due to some delayed work from the utility companies,
the Developer is not able to complete the Transferred Improvements prior to the expiration of the Unit No. 2
improvement agreement. The Developer has agreed to complete the Transferred Improvements under the
terms of the Improvement Agreement for the Public Improvements of Gateway South Unit No. 3, Tract No.
4079 which is also under the Developer's obligation. The Transferred Improvements are expected to be
completed with the Unit 3 improvements by the end of April 2023.
Staff recommends accepting Gateway South Subdivision, Unit No. 2, Tract No. 3942, Public Improvements.
Staff also recommends amending Traffic Resolution No. 97-148 by approving stop controls on Mahogany
Drive at Lower Sacramento Road and Blossom Drive, two-way stop control on Lyndon Street at Mahogany
Drive, and stop controls on Oleander Drive at Blossom Drive and Elan Street.
FISCAL IMPACT: There will be an increase in long-term maintenance costs for public
infrastructure and City services such as police, fire, and parks, and open space
maintenance. This cost will be partially offset by proceeds from the Community
Facilities District No. 2007-1.

BLOSSOM DRIVE, TWO-WAY STOP CONTROL ON LYNDON STREET AT
MAHOGANY DRIVE, AND STOP CONTROLS ON OLEANDER DRIVE AT
BLOSSOM DRIVE AND ELAN STREET
WHEREAS, Gateway South Subdivision, Unit No. 2, is the second phase of a multi-
phase residential development located west of Lower Sacramento Road and south of Century
Boulevard; and
WHEREAS, Unit No. 2 consists of 135 single-family residential lots and the project
includes the installation of portions of Lower Sacramento Road, portions of Harney Lane, and all
interior subdivision public improvements; and
WHEREAS, the Developer, KDK Land Company (Developer), has completed, under the
terms of an improvement agreement, all public improvements and provided the warranty
security for the improvements apart from those shown on Attachment A (Transferred
Improvements); and
WHEREAS, due to delayed work from the utility companies, the Developer is not able to
complete the Transferred Improvements prior to the expiration of the Unit No. 2 Improvement
Agreement; and
WHEREAS, Developer has agreed to complete the Transferred Improvements under the
terms of the Improvement Agreement for the Public Improvements of Gateway South Unit No. 3,
Tract No. 4079, which is also under the Developer's obligation and are expected to be
completed with the Unit 3 improvements by the end of April 2023; and
WHEREAS, staff recommends accepting Gateway South Subdivision, Unit No. 2, Tract
No. 3942, Public Improvements; and
WHEREAS, staff further recommends amending Traffic Resolution No. 97-148 by
approving stop controls on Mahogany Drive at Lower Sacramento Road and Blossom Drive,
two-way stop control on Lyndon Street at Mahogany Drive, and stop controls on Oleander Drive
at Blossom Drive and Elan Street.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby accept
Gateway South Subdivision, Unit No. 2, Tract No. 3942, Public Improvements; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby amend Traffic
Resolution No. 97-148 by approving stop controls on Mahogany Drive at Lower Sacramento
Road and Blossom Drive, two-way stop control on Lyndon Street at Mahogany Drive, and stop
controls on Oleander Drive at Blossom Drive and Elan Street; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (Res. No. 2019-223), the City Attorney is hereby authorized to make minor revisions to
the above -referenced document(s) that do not alter the compensation or term, and to make
clerical corrections as necessary.
