BACKGROUND INFORMATION- The Lodi Police Department was allotted the purchase of a Mobile Field Force (MFF) and Special Weapons and Tactics (SWAT) transportation van through the normal fiscal year 2022/23 budgeting process. The van was requested to meet the need to transport MFF and SWAT team members to deployments and training activities. Currently, the SWAT Ballistic Armored Tactical Transport (BATT) is the only vehicle in the fleet that can transport multiple team members to an incident and the MFF team has a different tactical objective that would not require the use of the BATT. The Sergeant that oversees the MFF unit searched for vehicles that would fall within the $70,000 budgeted limit, had low mileage, and would fit multiple team members along with their gear. A 2022 Mercedes Sprinter Van was found at Showcase Auto Sales in Modesto, California, which met all of the needs of the department. In order to secure the sale in the current fast -paced vehicle sales market, the City Manager approved the purchase of the van before it could be approved by the council. Staff requests authorization to ratify the City Manager's approval of the Mobile Field Force and Special Weapons and Tactics transportation van purchase from Showcase Auto Sales, Inc. of Modesto, CA in the amount of $59,999.99. APPROVED. Usually, they hold them for a week with a deposit. They have had interested parties in the van since the quote day, but they have been steering people away from it. The department has identified a vehicle that is slightly used, has low mileage, and is only two years old. However, it is over the $50,000 vehicle purchasing limit. Are you comfortable allowing us to purchase the vehicle and ratify the purchase at the December 7th council meeting? Otherwise, we will ask for approval at the December 7th council meeting and risk the vehicle being sold in the meantime. Thanks, as always, for your input. Jennelle RESOLUTION NO. 2022-287 A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE CITY MANAGER'S APPROVAL OF MOBILE FIELD FORCE AND SPECIAL WEAPONS AND TACTICS TRANSPORTATION VAN PURCHASE FROM SHOWCASE AUTO SALES, INC., OF MODESTO WHEREAS, the Lodi Police Department was allotted the purchase of a Mobile Field Force (MFF) and Special Weapons and Tactics (SWAT) transportation van through the normal fiscal year 2022/23 budgeting process; and WHEREAS, the van was requested to meet the need to transport MFF and SWAT team members to deployments and training activities; and WHEREAS, there was a need for the City Manager to approve the purchase before the matter could be scheduled for Council approval; and WHEREAS, staff recommends that Council ratify the City Manager's approval of the Mobile Field Force and Special Weapons and Tactics transportation van purchase from Showcase Auto Sales, Inc. of Modesto, CA in the amount of $60,000. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify the City Manager's approval of the purchase of a Mobile Field Force and Special Weapons and Tactics transportation van from Showcase Auto Sales, Inc., of Modesto, California, in the amount of $60,000.
