The City Council Closed Session meeting of December 7, 2022, was called to order by Mayor Chandler at
6:47 p.m.

The Regular City Council meeting of December 7, 2022, was called to order by Mayor Chandler at 7:00 p.m.

B-1 Mayor ’s Community Service Awards (CLK)
Mayor Chandler presented the Mayor's Community Service Awards to Officer Michael Cascio and Mr. Johnny
Coughran.
B-2 Presentation to Retiring Members of Boards, Committees, Commissions, and Task Forces (CLK)
Mayor Chandler presented a certificate of recognition to William Cummins - Planning Commission. Other
recipients who were unable to attend included: Lodi Arts Commission - Julieanne Martin, Lani Eklund, and
Bailey Caswell; Greater Lodi Area Youth Commission Student Members - Talia Duran, Kyle Armknecht,

Mayor Chandler presented a proclamation to Sandra Vargas and Monica Valenzuela, of the Eastside

Deputy City Manager Keys made a presentation to outgoing Mayor Mark Chandler.

Council Member Khan pulled this item.
Council Member Khan thanked Public Works and asked Public Works Director Swimley about the utilization
of the remaining funds from the contract. Public Works Director Swimley provided a brief report regarding the
remaining amount of funds and possible projects.
Discussion ensued between Council Member Nakanishi and Public Works Director Swimley regarding how
Public Works was awarded the grant funds for this project.
Council Member Kuehne made a motion, second by Mayor Pro Tempore Hothi, to accept the improvements
under the contract for Garfield Street Safe Routes to School.

Council Member Nakanishi pulled this item.
Council Member Nakanishi asked for a brief report on the item. Public Works Director Swimley provided a
report regarding meeting with the residents of the subdivision, discussion with residents regarding actions
that can be taken to mitigate traffic concerns, and what traffic concerns this action addresses.
Council Member Kuehne made a motion, second by Mayor Pro Tempore Hothi, to adopt Resolution No.
2022-289 accepting Gateway South Subdivision, Unit No. 2, Tract No. 3942, public improvements, amending
Traffic Resolution No. 97-148 by approving stop controls on Mahogany Drive at Lower Sacramento Road and
Blossom Drive, two-way stop control on Lyndon Street at Mahogany Drive, and stop controls on Oleander
Drive at Blossom Drive and Elan Street.

E.Comments by the City Council Members on Non-Agenda Items
Council Member Nakanishi acknowledged the residents that submitted public comments on the skate park
and thanked Council Member Kuehne and Mayor Chandler for their service on the City Council.
Council Member Kuehne provided an update on the Kiwanis Light Parade event, thanked Council Member
Nakanishi for his kind words, acknowledged the residents that submitted public comments on the skate park
and provided information regarding the last Lodi Chamber of Commerce meeting of 2022.
Council Member Khan acknowledged the residents that submitted public comments regarding the skate park,
provided an update on his attendance at the Light Parade, thanked Mayor Chandler and Council Member
Kuehne for their service on the City Council and leadership, requested residents assist homeless individuals
during the winter season, and stated he will be hosting a blanket and toy drive in District 4.
Mayor Pro Tempore Hothi thanked Mayor Chandler for his service on the City Council and his leadership,
and reminded all of the Lodi Fire Foundation Holiday event.
Mayor Chandler provided an update on Mr. Riccardo Viaggi's visit from Lodi, Italy.
F.Comments by the City Manager on Non-Agenda Items
Deputy City Manager Keys expressed his appreciation for Mayor Chandler's and Council Member Kuehne's
leadership through their roles on the City Council.

H.Regular Calendar
H-1 Receive and File City’s Annual Comprehensive Financial Report (Fiscal Year 2021/22) by The Pun
Group (ISD)
Vanessa Burke, Partner of the Pun Group, provided a PowerPoint presentation on the City's Annual
Comprehensive Financial Report. Specific topics of discussion included scope of work, annual required
communications, management's responsibilities, auditors' responsibilities, audit results, overview of financial
statements, key financial indicators - sales tax trend, net cost of service to tax revenues, General Fund
Reserves available fund balance to annual expenditures, GASB 68 (Pension Standard), GASB 75 (OPEB
Standard), summary of findings and recommendations, and summary of unposted audit adjustments.
Discussion ensued between Council Member Kuehne and Deputy City Manager Keys regarding the driving
factors for the fluctuation in funds between 2021 and 2022.
Further discussion ensued between Council Member Nakanishi, Council Member Kuehne, Pun Group
Consultant Burke, and Deputy City Manager Keys regarding the efficiency of the City of Lodi's report
compared to other cities, the impacts of Measure L on the City's budget, and the status of the PERS
Stabilization Fund.
Council Member Kuehne made a motion, second by Council Member Nakanishi, to receive and file the City's
Annual Comprehensive Financial Report (Fiscal Year 2021/22) by The Pun Group.

Understanding with AFSCME - General Services.
Council Member Nakanishi made a motion, second by Mayor Pro Tempore Hothi, to adopt Resolution No.
2022-301 approving the Memorandum of Understanding between the City of Lodi and AFSCME - General
Services for the period January 1, 2023 through December 31, 2025.

with AFSCME - Maintenance and Operators. Specific topics of discussion included an increase in boot
allowance and the stipulation for biohazard pay to certain positions.

302 approving the Memorandum of Understanding between the City of Lodi and AFSCME - Maintenance &
Operators for the period January 1, 2023 through December 31, 2025.

H-4 Adopt Resolution Approving Side-Letter Agreement between City and Lodi Professional Fire Fighters
to Provide Paramedic Incentives (ISD)
Human Resources Manager Adele Post provided a report regarding the Side-Letter agreement with Lodi
Professional Fire Fighters to provide paramedic incentives. Specific topics of discussion included paramedic
incentive pay, accreditation requirements, number of accredited personnel to receive stipend, stipend amount
for State-certified paramedics, incentive pay for State-certified and accredited paramedics, and funding to be
provided for additional education.
Discussion ensued between Council Member Kuehne and Fire Chief Ken Johnson regarding requirements
set by the County in order to move forward with the Advanced Life Support (ALS) program.
Council Member Kuehne made a motion, second by Council Member Khan, to adopt Resolution No. 2022-
303 approving the Side-Letter Agreement between the City and Lodi Professional Fire Fighters to provide
paramedic incentives.

Human Resources Manager Adele Post provided a report regarding the Side-Letter Agreement with Lodi
Police Dispatchers Association to provide training incentive.
Council Member Nakanishi made a motion, second by Mayor Pro Tempore Hothi, to adopt Resolution No.
2022-304 approving the Side-Letter Agreement between the City and Lodi Police Dispatchers Association to
provide training incentive of five percent for Dispatchers/Jailers who provide training to newly-hired
Dispatcher/Jailers.

Additional One Percent Wage Increase (ISD)
Human Resources Manager Adele Post provided a report regarding the Addendum to the Memorandum of
Understanding with Lodi Police Dispatchers Association, requesting an additional one percent wage increase
so that the group receives the same percentage increase as the other bargaining groups throughout the
three-year terms of the contracts.
Council Member Khan made a motion, second by Mayor Pro Tempore Hothi, to adopt Resolution No. 2022-
305 approving Addendum to Memorandum of Understanding between the City of Lodi and the Lodi Police
Dispatchers Association for the period July 1, 2022 through June 30, 2025, providing an additional one
percent wage increase.

adjustments.

306 approving revisions to contracts for Lodi Executive Management Employees (excluding Council
Appointees) for the period January 1, 2023 through December 31, 2025.

Human Resources Manager Adele Post provided a report regarding revisions to the salary range for the
position of Executive Administrative Assistant. Specific topics of discussion included background of position,
current responsibilities of the Executive Administrative Assistant, and additional functions performed
supporting multiple departments during COVID-19.
Council Member Kuehne thanked staff for their hard work.
Council Member Kuehne made a motion, second by Mayor Chandler, to adopt Resolution No. 2022-310
approving revisions to the salary range for the position of Executive Administrative Assistant.
