($17,860); and Appropriate Funds for the Project MEETING DATE: March 21, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the contract for the above project to Amerine Systems, of Oakdale, in the amount of $17,860 and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: This project consists of furnishing and installing a 125 -horsepower electric motor and pump for the new water well located at Katzakian Park. The life cycle power cost analysis of the three lowest bidders show no advantage, as they all proposed equipment with very similar flow rates and efficiencies. Therefore, the governing factor was the lowest first cost of the bid. The Engineer's Estimate was based on quotes for the last pump and motor ordered (1996). Those prices were in the $25,000 - $30,000 range. The lower prices for the equipment bids reflects the fact that a larger portion of the manufacturing work is being done out of the country. Also, suppliers have indicated that recent redesign work on the electric motors has offered substantial cost savings. Installation of the controls and connection to the water system will be performed by City forces. Other site improvements are being constructed by the park development contractor. Plans and specifications for this project were approved on February 7, 2001. The City received the following eight bids for this project: Bidder Location Bid Engineer's Estimate $37,800 Amerine Systems, Inc. Oakdale $17,860 Zim Industries, Inc.
