A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE CONTRACT FOR
SOLIDS HANDLING FACILITY IMPROVEMENTS AT WHITE SLOUGH WATER
POLLUTION CONTROL FACILITY TO GARNEY PACIFIC, INC., OF TRACY
WHEREAS, on April 15, 2020, Council authorized the City Manager to execute a
Professional Services Agreement with Carollo Engineers, Inc., to provide assistance with the
procurement and installation of a new sludge dewatering press and digester mixing system
improvements at the White Slough Water Pollution Control Facility (WSWPCF); and
WHEREAS, based on recommendations from Carollo Engineers, Inc., the City has
decided to install a new screw press to improve the sludge dewatering process; and install a
new sludge mixing system in Digester No. 3 needed to improve the sludge stabilization process;
and
WHEREAS, specifications for this project were originally approved by Council on
October 19, 2022, and the City received the following eight bids on December 14, 2022:

WHEREAS, staff recommends awarding the contract for Solids Handling Facility
Improvements at the White Slough Water Pollution Control Facility to Garney Pacific, Inc., of
Tracy, in the amount of $2,424,725.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby award
the contract for Solids Handling Facility Improvements at the White Slough Water Pollution
Control Facility to the low bidder, Garney Pacific, Inc., of Tracy, California, in the amount of
$2,424,725; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
City Manager to execute the contract; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
