AGENDA TITLE: Library Internet Safety-CIPA Compliance Update

RECOMMENDED ACTION. The Library Director will present an update on the Children's Internet
Protection Act in accordance with compliance standards for public libraries.
BACKGROUND INFORMATION: The Lodi Public library is not in compliance with the Children's Internet
Protection Act which was enacted by Congress in 2011. This act imposes
requirements on certain schools and libraries in order to qualify for:
❖ E -rate discounts for internet access services or Category Two Funds
❖ Emergency Connectivity Fund- Applies to library -owned internet-capable devices in certain
circumstances.
❖ Institute of Museum and Library Services (IMLS)-funded grant programs - Applies when libraries
seek federal funding under the LSTA program. This includes the purchase of internet-accessible
devices or to pay for direct costs associated with accessing the internet.
To comply the library must develop an internet and safety policy, implement a protection measure and hold a
public meeting. The protection measure (Palo Alto firewall) has been implemented. The public meeting will be
held via the regularly scheduled City Council meeting on November 16th. The Board of Trustees reviewed and
approved of the attached Internet Safety Policy on October 10th. After the presentation to Council and the
public, the Lodi Public Library will be CIPA compliant and apply for federally funded grants.

Lodi Public Library Computer, Internet and Wireless Access Policy
The Lodi Public Library (LPL) strives to close the Digital Divide by making computer and
Internet access available for all. This policy guides access to computers and the Internet
offered through the LPL. LPL offers access to computers and the Internet at the library
facility.
LPL values intellectual freedom. The Internet offers legitimate, helpful, and educational
information. The Internet may contain material of a controversial nature. LPL offers patrons
options for Internet access that protect individual intellectual freedom that is also compliant
with the Children's Internet Protection Act (CIPA) which requires libraries to protect minors
from inappropriate material.
However, the Library cannot control the Internet or its contents. LPL neither censors adult
access to material nor protects adult users from information that they find offensive.
Privacy: Patrons maybe required to use their library barcodes to access the public
computers, library Wi-Fi. The Library does not keep records of patrons' Internet use or
computing information; the library gathers statistical information only on use of public
computers. Privacy screens are available for use within the Library for patron security and
confidentiality.
Lodi departments under the authority of the City of Lodi are required to adhere to the
Privacy Policy which is also accessible on this website_.
Internet Safety: Parents and guardians of minors are responsible for their child's use of the
Internet at the library. The Library offers filtered Internet access for minors. Filtered Internet
access is software that attempts to block sites that parents typically find objectionable for
minors.
No filtering software package is 100% effective. The Library cannot and does not
guarantee that the filtering software will block all objectionable material
Minors are provided filtered access to Internet computers. The library staff may
request identification for age verification. Individuals without appropriate identification
will be restricted to a filtered computer for access.
Parents/guardians are strongly encouraged to monitor their minor child on any library
workstation especially if child is accessing internet communication, email, or chat
rooms

The Children's Internet Protection Act was enacted by Congress in
2000 to address concerns about children's access to obscene or
harmful content over the Internet. CIPA imposes certain
requirements on schools or libraries that receive discounts for
Internet access or internal connections through the E -rate program.
In early 2001, the FCC issued rules implementing CIPA and provided
updates to those rules in 2011.

eUse a Palo Alto Networks, Next Generation
firewall appliance. It is installed in Lodi's IT
data center. The Firewall runs a proprietary
operating system that manages the type of
content accessible from the internet. The
firewall receives data definitions from Palo
Alto's Security Center that help determine
harmful websites on the internet and block
content from those sites.
