BACKGROUND INFORMATION: The Municipal Utilities Services (MUS) Division is in need of replacing Vehicle No. 04-015, a 1990, International Dump Truck, which has exceeded its useful life (Exhibit A). Total repair costs associated with this vehicle are $60,298 with an additional cost of $14,370 in preventative maintenance. The current mileage is 173,481. MUS originally planned to purchase a dump truck and a separate emulsion sprayer trailer. Substantial research conducted by staff determined the City could save approximately $30,000 by purchasing a combined dump/asphalt patching truck with a chassis mounted emulsion sprayer. This multi-purpose vehicle will serve as an asphalt patching truck, multi-purpose dump truck, and will participate in the city's annual leaf removal program. The dump truck being replaced is currently utilized in our day-to-day operations as an asphalt patching dump truck as well as a leaf removal truck but due to its age and service life, it has become less reliable and inefficient. Considering age, parts availability, and maintenance history, it is no longer cost-effective to continue operating this vehicle. The new 2024 Freightliner M2 provides up to date safety features and will improve productivity. Per Lodi Municipal Code §3.20.045, State and Local Agency Contracts, the bidding process may be waived when it is advantageous for the City, with appropriate approval by City Manager and City Council, to use contracts that have been awarded by other California public agencies, provided that their award was in compliance with their formally -adopted bidding or negotiation procedures. Staff recommends purchase of the 2024 Freightliner PB Loader Dump truck with Chassis mounted emulsion sprayer (Exhibit B) utilizing the Sourcewell Contract No. 080521 -PBL. The City has used the contract process to purchase vehicles in the past with excellent pricing and a more rapid delivery schedule. APPROVED:.
