A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE AMENDMENT NO. 1 TO THE PROFESSIONAL
SERVICES AGREEMENT WITH INNER CITY ACTION, INC., OF STOCKTON,
FOR OPERATIONS OF THE TEMPORARY EMERGENCY SHELTER AND
ADDITIONAL SERVICES AS REQUESTED
WHEREAS, on October 6, 2021, per Resolution No. 2021-273, the City Council
approved 710 North Sacramento Street as the location for the Access Center; and
WHEREAS, the City is developing a permanent Access Center Emergency Shelter; and
WHEREAS, the Access Center will take approximately 18 months to develop; and
WHEREAS, there is an immediate need to begin assisting the unsheltered in Lodi by the
development of a temporary emergency shelter; and
WHEREAS, the City sought out an operator for the temporary emergency shelter that
can meet the needs of individuals experiencing homelessness that are seeking shelter and
wraparound services; and
WHEREAS, City Council approved Inner City Action, Inc., to operate the temporary
emergency shelter and provide shelter and additional wraparound services for the residents on
April 20, 2022; and
WHEREAS, staff identified a need for additional clean-up services, Outreach Director
position, and for Inner City Action, Inc., to take over lunch services; and
WHEREAS, Permanent Local Housing Allocation Grant funds will be utilized to support
this contract with no General Fund impact; and
WHEREAS, staff recommends the City Council authorize the City Manager to execute
Amendment No. 1 to the Professional Services Agreement with Inner City Action, Inc., to add an
Outreach Director, additional clean-up services, and lunches in an amount not to exceed
$275,000 and an overall contract maximum not to exceed $1,285,721.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute Amendment No. 1 to the Professional Services
Agreement with Inner Action, Inc., of Stockton, California, for the operations of the temporary
emergency shelter and additional services as requested, in an amount not to exceed $275,000,
to include the addition of an Outreach Director position, additional clean-up services, and the
provision of lunches; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
