HomeMy WebLinkAboutResolutions - No. 2022-276RESOLUTION NO. 2022-276 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE A THREE-YEAR PROFESSIONAL SERVICES AGREEMENT WITH POWER ENGINEERS, INC., OF HAILEY, IDAHO, FOR UTILITY NETWORK IMPLEMENTATION SERVICES WHEREAS, Lodi Electric Utility (LEU) was previously working directly with ESRI to convert the Milsoft Engineering Model as well as AutoCAD models to the ArcGIS platform, enabling the use of the Utility Network Model for all electrical assets; and WHEREAS, ESRI has since converted the Milsoft model to the ArcGIS platform; however, only a very small portion of the model was implemented with the Utility Network and the model conversion is not usable in any form at this point; and WHEREAS, with ESRI's renewal upcoming, Power Engineers, Inc. (Power) was going to be subcontracted by ESRI to progress the model into a usable form factor and as the sole source of information for LEU going forward; and WHEREAS, after multiple conversations with both ESRI and Power, staff decided the best method forward was to work directly with Power to continue with the GIS conversion; and WHEREAS, LEU Engineers will work directly with Power in an iterative and aggressive approach to fully convert the Milsoft model and ESRI's GIS model into a usable package that can be used as LEU's main mapping platform going forward which will enable all mapping to be completed in ArcGIS and be automatically synchronized with Milsoft so no additional edits and personnel time are required; and WHEREAS, the initial project will consist of Phase 1 and Phase 2 Planning with Phase 1 to include most necessary components for LEU to be able to use ArcGIS for mapping going forward; and WHEREAS, a Phase 2 approach will be required at a later date to fully integrate all components from the detailed AutoCAD maps for a fully immersive GIS mapping experience; and WHEREAS, per Lodi Municipal Code, Section 3.20.075, engineering services are exempt from bidding requirements and shall be awarded on the basis of professional qualifications and experience, quality of service, past performance and negotiated prices; and WHEREAS, LEU Engineering staff discussed the proposed scope of work with multiple firms and concluded Power was most qualified to complete the necessary work at a reasonable cost. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the City Manager to execute a three-year Professional Services Agreement with Power Engineers, Inc., of Hailey, Idaho, for utility network implementation services in an amount not to exceed $225,000; and BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to make minor revisions to the above -referenced document(s) that do not alter the compensation or term, and to make clerical corrections as necessary.
