BACKGROUND INFORMATION. The City received a request from the San Joaquin Community Foundation for a letter of support regarding the Proposition 68 Community & Economic Enhancement Planning Grant Proposal for the Delta Aquatic Center of Stockton. The goal of the project is to make the waterway accessible to all residents in the valley, and ultimately become a major tourist destination. The project is to increase affordable recreational accessibility to the Delta, improve the health of residents, offer educational opportunities about the Delta and water safety, create local jobs and help establish Stockton as a tourist destination. The San Joaquin Community Foundation is working with the Delta Conservancy on funding for the planning phase of the project (architect, engineering, permitting, etc.). The conservancy have emphasized how important institutional and local letters of support are for the project. Therefore, a letter of support was requested from the City of Lodi for this project. The attached letter, signed by the Mayor, was sent to the San Joaquin Community Foundation on October 6, 2022. FISCAL IMPACT: FUNDING AVAILABLE: Not applicable. MAGDICH City Attorney On behalf of City of Lodi, I am writing to express our support of the Proposition 68 Community & Economic Enhancement Planning Grant Proposal for the Delta Aquatic Center of Stockton. Stockton and San Joaquin County are located along thousands of miles of beautiful Delta waterways. However, most of our residents lack access to the waterways, especially those living in poorer, underserved communities. This project brings together our shared vision to increase affordable recreational accessibility to the Delta, improve the health of our residents, offer educational opportunities about the Delta and water safety, create local jobs, and help establish Stockton as a tourist destination. Our community has stepped up to show its support for this project in a number of ways— including with the formation of a Community Advisory Board to guide the project, securing local funding from the City of Stockton and San Joaquin County Board of Supervisors and individual local donors, and securing the support of the Community Foundation of San Joaquin as lead applicant for this proposal. The leadership driving this project is a committed and driven force that provides the confidence that this project will be a success. This includes the many talents on the Community Advisory Board, and the partnerships of United Way of San Joaquin and Community Foundation of San Joaquin in their work to secure funding and manage the various tasks required to move the project forward. It can also not be stated enough how much Delta Sculling Center's Founder and Executive Director, Pat Tirone, and Board Member, Bob Oprandy, have contributed to the project with their time and resources. This project has the leadership and support to meet the deliverables of the Proposition 68 planning grant, and to accomplish the greater goal of benefiting the health of residents, the local economy, and the ecosystems of the Delta waterways. To accomplish the objectives of this project, the City of Lodi supports this grant proposal and will lend what additional support it can through the planning and implementation phases.
