AGENDA TITLE: Adopt Resolution Authorizing Additional Appropriation of Funds to Substation Intrusive
Maintenance Capital Improvement Project for Fiscal Year 2023 ($322,000)

RECOMMENDED ACTION. Adopt a resolution authorizing the additional appropriation of funds to the
Substation Intrusive Maintenance Capital Improvement Project for Fiscal Year
2023 in the amount of $322,000.
BACKGROUND INFORMATION: Lodi Electric Utility's (LEU) Industrial Substation Is undergoing a relay
modernization for all 60kV relay devices and components. Industrial Substation's
60kV incoming and outgoing sub -transmission lines provide power to all of Lodi.
In April 2022, City Council approved an agreement with Schweitzer Engineering Laboratories, Inc. (SEL) to complete full
relay replacement at Industrial Substation (60kV) due to protection and coordination deficiencies between PG&E and
LEU, end -of -life relays, device standardization and modernization, and power transmission reliability.
LEU is proposing to use Substation Technicians to simultaneously replace wiring between the 60kV circuit breakers and
the relay control house. Existing wiring is nearing end -of -life at 30 years or older, with Issues arising during both wet and
dry seasons. Upgrading the wiring will provide additional reliability, in addition to replacement of all relays.
Coordination between SEL and LEU staff will result in synchronized replacement of all 60kV relays and circuit breaker
wiring, with commission testing to be performed once to prove out all replaced components. Delay of wiring replacement
will cause rellablllty Issues for Lodi's sub -transmission system.
While this work will be completed in coordination with the Substation Relay Modernization Project, wire replacement work
to be performed by LEU staff falls under the Substation Intrusive Maintenance Project. The current budget for this project
totals $20,000. With the additional $322,000 needed for the proposed wire replacement, the revised project budget for
the Substation Intrusive Maintenance Project will total $342,000 for Fiscal Year 2023.
FISCAL IMPACT: This portion of the project is estimated to cost $322,000.
FUNDING AVAILABLE: Staff are requesting an appropriation of funds in the amount of $322,000 from Fund 501
to 501990000.77020 (EUCP-23001).

Substation maintenance including but not limited to: substation power transformer testing; DGA oil testing for power transformers and load tap changers (LTCs) and materials/equipment not covered
or tracked as part of a specific project. Also provides for LTC testing in year five (5) of the cycle.
Justification/factor driving project
Provides funding for a five (5) year cycle on substation power transformer testing from an outside vendor. Provides more accurate tracking and record keeping for annual reports and maintenance
records. Will provide critical information on transformer condition and lifespan for furure replacement planning. Provides for a five (5) year cycle of LTC inspections.
Additional Information
Provides a schedule for complete testing of two (2) substation power transformers per year for four (4) years and a year of reprieve. (With the exception of Killelea Bank #2, which can be tested or
run to failure if desired.) Year five (5) of the cycle can be utilized for LTC inspections. FY 23 includes an additional $322K appropriated by Council to replace the wiring between between the 60kV

RESOLUTION NO. 2022-258
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
APPROPRIATION OF FUNDS TO SUBSTATION INTRUSIVE MAINTENANCE
CAPITAL IMPROVEMENT PROJECT FOR FISCAL YEAR 2023
WHEREAS, Lodi Electric Utility's (LEU) Industrial Substation is undergoing a relay

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the appropriation of funds to the Substation Intrusive Maintenance Capital Improvement Project
(EUCP-23001) for Fiscal Year 2023 in the amount of $322,000 as noted above for a total
approved budget of $342,000.
