RECOMMENDED ACTION; Adopt resolution ratifying the U.S. Department of Justice 2020 Edward
Byrne Memorial Justice Assistance grant application, authorize the Chief
of Police to accept funding and appropriate funds in the amount of $18,890.
BACKGROUND INFORMATION: The Edward Byrne Memorial Justice Assistance Grant (JAG) Program
provides funding for states and local governments to support a broad
range of activities and equipment to prevent and control crime and
improve the criminal justice system. JAG funds are allocated based on a community's population and crime
statistics, in combination with a minimum allocation to ensure that each state and county receives an
appropriate share.
This year, the department received an allocation of $18,890. The department is requesting the approval of
grant funding expenditures to procure licensing and implementation costs associated with Desk Officer
Reporting System (DORS) software integration with the computer automated dispatch system, Zuercher
Technologies.
DORS is a controlled -access, online citizen reporting system. This innovative solution is the only "off-the-shelf'
system that automatically interfaces information submitted online by community members with our records
management system. The system benefits for the department are:
Improve Response Time
Free up officers to attend to higher priority calls with an online reporting system that enables citizen
involvement.
Better Allocate Resources
Re -allocate valuable officer resources toward higher priority duties. Proactively focus on crime trends.

DORS implementation pending contract approval.
FISCAL IMPACT: $18,890 in revenue and expenses be appropriated in the PD Miscellaneous
Grant accounts.

RESOLUTION NO. 2022-257
A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE
U.S. DEPARTMENT OF JUSTICE 2022 EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT APPLICATION; AUTHORIZING THE CHIEF OF POLICE
TO ACCEPT FUNDING; AND FURTHER APPROPRIATING FUNDS
WHEREAS, the Lodi Police Department was allocated funding from the Department of
Justice, Office of Justice Programs, Bureau of Justice Assistance in the amount of $18,890; and
WHEREAS, the department is requesting the approval of grant funding expenditures to
procure licensing and implementation costs associated with Desk Officer Reporting System
(DORS) software integration with the computer automated dispatch system, Zuercher
Technologies; and
WHEREAS, integrating these two programs will improve the public's accessibility to file
online police reports; and
WHEREAS, the program will be purchased upon approval of the contract.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify the
U.S. Department of Justice 2022 Edward Byrne Memorial Justice Assistance Grant application in
the amount of $18,890 to procure Desk Officer Reporting System (DORS) software integration
with the computer -automated dispatch system, Zuercher Technologies; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
Chief of Police to accept the funding from the Department of Justice; and
follows:
