BACKGROUND INFORMATION: On April 15, 2020, Council authorized the City Manager to execute a Professional Services Agreement with Carollo Engineers, Inc. to provide assistance with the procurement and installation of a new sludge dewatering press, and digester mixing system improvements at the White Slough Water Pollution Control Facility (WSWPCF). In certain conditions, the performance of the existing sludge dewatering equipment at WSWPCF cannot remove the amount of moisture needed to properly handle the material. Based on recommendations from Carollo Engineers, Inc., the City has decided to install a new screw press to improve the sludge dewatering process; and install a new sludge mixing system in Digester No. 3 needed to improve the sludge stabilization process. This project, if approved will facilitate the procurement and installation of one sludge dewatering press and ancillary equipment; and a sludge mixing system to be installed in Digester No. 3. The specifications are on file in the Public Works Department. The planned bid opening date is December 7, 2022. The project estimate is $2,500,000. FISCAL IMPACT: This project is necessary to maintain wastewater treatment compliance and to avoid potential fines and penalties from the State. This does not impact the General Fund.
