HomeMy WebLinkAboutAgenda Report - February 21, 2001 H-01AGENDA TITLE: Downtown Parking Update (Information Only) MEETING DATE: February 21, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council review the attached Downtown Parking Project Report (Exhibit A) on several solutions to help alleviate the parking shortages in the downtown. BACKGROUND INFORMATION: City staff and the Downtown Lodi Business Partnership (DLBP) have been working together to implement short-term parking solutions in anticipation of the theater opening. The attached report addresses several solutions and will be presented by staff and the DLBP at the Council meeting. The DLBP has formed a downtown parking committee with the assistance of the City's Community Promotion Coordinator. Weekly meetings have been scheduled to update the community on the progress of several downtown projects, as well as the parking projects. Several of these projects will be completed by June 1, 2001, the anticipated grand opening of the theater. FUNDING: Not applicable at this time. oa� Richard C. Weather permitting, the construction will be completed in April 2001. This lot will be available for theater and other downtown customers. The specific time restrictions have not been determined. Additional Angle Spaces On five streets, Locust, Elm, Pine, Oak, and Walnut, all west of Church Street, City staff is preparing plans to convert the parallel to angled spaces gaining approximately 54 parking spaces. This item will be presented to affected property owners and tenants prior to requesting City Council's approval in April 2001. Civic Center Lot This lot, located on the east -side of City Hall, has 77 parking spaces that theater patrons can use after hours and on the weekends, and will be signed accordingly. 207 W. Elm St Lot This 39 -parking space lot is located on the north side of Elm Street west of Church Street across from the fire station and adjacent to the Fire Department Annex. Thirty spaces will be available for theater patrons after hours and on weekends, and will be signed accordingly. Transit Promotion The City will be encouraging the use of the transit system by providing a special promotion. Trolley Loop The City will be providing a trolley shuttle service for downtown customers and merchants to the outer parking lots. This will also be beneficial during the construction of several downtown projects with the anticipated short-term street closures. Parking Map/Brochures The DLBP is working on parking brochures for merchants to distribute, showing convenient parking areas and trolley stops in the downtown area. Private Lot Partnership City staff has contacted several downtown businesses with large parking lots to share their spaces during their off-peak hours. Two major banks, having a combined 126 parking spaces, are willing to share their lots. In cooperation with the banks, the city will slurry seal and restripe their parking lots. Improved Parking Signs City staff will be installing directional parking signs and improving the signing at all the city parking lots. Time Restrictions DLBP and city staff are evaluating the need to increase the existing 2 -hour restriction areas to 3 -hour, and change the time restriction to Monday through Friday, from 9 AM to 4 PM. Coupled with this, there may be a need for additional 30 minutes or 1 -hour stalls.
