BACKGROUND INFORMATION: CalRecycle has adopted regulations consistent with the mandates associated with Senate Bill 1383. The mandates are designed to achieve the State of California's organic waste reduction goals. The City is required to comply with these regulations to assist the State in achieving the reduction of short lived climate pollutants and greenhouse gas emissions in landfills. One of the main requirements resulting from the regulations include the implementation of mandatory residential and commercial food waste collection and education and outreach. Considering the growing number of solid waste and recycling mandates imposed by the State, the need for a full-time employee had become necessary. A full time Management Analyst position was approved with the fiscal year 2022/2023 budget. The implementation of the mandatory residential food waste collection will result in additional costs to both the City and Waste Management. Staff is currently negotiating a contract extension with Waste Management to cover the costs needed to implement SB1383 requirements. The terms of the proposed contract extension include a funding source to hire a full time Management Analyst to support the compliance requirements of SB 1383 and future State mandated solid waste regulations. This new contract with Waste Management and the additional funding for a position however would not go into effect until January 1, 2023, however, staff is requesting approval to begin the recruitment process prior to having permanent funding in place so the position is filled by January 2023. The City was recently awarded a one-time Cal -Recycle grant in the amount of $91,193 to assist in implementing SB1383 requirements, a portion of the grant proceeds ($56,000) is earmarked for personnel costs which the City can use to fund the position until the new contract with Waste Management and the funding for the Management Analyst position is approved. Staff recommends Council authorize early recruitment of Management Analyst position for Public Works solid waste support.
