RECOMMENDED ACTION: Appoint Magdalena Saldana and Megan Eddy to the Planning
Commission; Clare Bhakta, Geneva Mello and Hayley Johns to the Lodi
Arts Commission; and Zoe S. Bertsch to the Greater Lodi Area Youth
Commission; and Post for One Vacancy for a Greater Lodi Area Youth
Commission Adult Advisor.
BACKGROUND INFORMATION: The City Council directed the City Clerk to post for two vacancies on the
Planning Commission on April 20, June 15, and August 4, 2022; four
vacancies on the Lodi Arts Commission on February 16, March 16,
May 23, and August 4, 2022; and seven vacancies on the Greater Lodi Area Youth Commission on March 16
and May 18, 2022.
The Mayor reviewed the applications, conducted interviews, and recommends the City Council concur with the
appointments as detailed below.
Due to a recent resignation, there is one vacancy for a Greater Lodi Area Youth Commission Adult Advisor.
Staff recommends posting for the vacancy for the period of 30 days.
Government Code Section 54970 et seg. requires that the City Clerk post for vacancies to allow citizens
interested in serving to submit an application.

on the Greater Lodi Area Youth Commission
I
The City of Lodi is currently accepting applications from
individuals interested in serving as an adult advisor on the
Greater Lodi Area Youth Commission, developed
to affect positive growth in young adults through a variety
of activities that will generate interest and participation
within the community.
The Youth Commission meets on the 2nd Monday of
each month at 7:00 p.m. in the Cottage Room at Hutchins
Street Square, and consists of 6 adult advisors and 9
student members.
Applications are now being accepted to fill one (1)
vacancy, which is due to expire May 31, 2023.

Congratulations! The City Council, at its regular meeting of October 5, 2022, has concurred with the Mayor's
recommendation to appoint you to the Greater Lodi Area Youth Commission for the remainder of a two-year
term (expiring May 31, 2023).
Please take this moment to read the attached Oath of Office, sign and date the form, and return to the City
Clerk's Office at your earliest convenience.
Also attached is the City of Lodi's new Commissioner's Handbook. It has been prepared to contribute to your
general knowledge and understanding of public affairs and to aid in identifying the scope and parameters of
your duties and responsibilities. While participation on a City commission is a major responsibility, we hope
that it will prove to be a meaningful and rewarding experience for you. City service provides opportunities to
gain a greater understanding of the issues facing municipal government and to become actively involved in
resolving those issues in a manner that reflects the best interest of the community.
As explained in the Handbook, as an appointed member to a City commission, it is important to comply with
the following requirements in order to remain in good standing as a member:
• All commissioners must file an Oath of Office form with the City Clerk's Office within 30 days of
appointment (or reappointment) and prior to participating in any commission meetings or activities.

As explained in the Handbook, as an appointed member to a City commission, it is important to comply with

All commissioners must file an Oath of Office form with the City Clerk's Office within 30 days of
appointment (or reappointment) and prior to participating in any commission meetings or activities.
All commissioners must comply with AB1234 ethics training specified by Government Code section
53235 within 30 days of assuming office and thereafter by December 31 of even -numbered years.
(EXCEPTION: Greater Lodi Area Youth Commissioners — Student Appointees)
Commissioners must comply with Fair Political Practices Commission (FPPC) regulations pertaining to
Conflict of interest — Form 700s and are required to file an Assuming and Leaving Office Statement
within 30 days of assuming or leaving office and annually thereafter by April 1. (This requirement
pertains to Library Board of Trustees, Lodi Arts Commission, Lodi Improvement Committee, Measure L
Citizens' Oversight Committee, Parks and Recreation Commission, Planning Commission, and
SPARC.)
Ethics training is provided free of charge online by the FPPC at http://www.fppc.ca.gov/learn/public-officials-

session is completed, you must print the Certification of Completion and provide a copy to the City
