Procurement Cards to Specified Positions

RECOMMENDED ACTION: Rescind resolution 2022-58 and adopt resolution authorizing
issuance of procurement cards to specified positions.
BACKGROUND INFORMATIONS The City's procurement card program began on September 7, 2011
and has been revised as needed. Council last adopted Resolution
2022-58 on March 2, 2022 with the positions authorized to hold
procurement cards. Since the last revision, departments have
expressed a need to update the authorized position list.
Staff is recommending that procurements cards be issued to Service Writer, Administrative Analyst,
Program Coordinator, and Street Superintendent. The list also includes a position title update to
Compliance Manager and deletion of one Management Analyst card.
The attached resolution lists the positions that are to be approved to hold procurement cards. Changes
are listed in bold face type. The City Manager is authorized to issue the cards to the incumbents and set
the limits of such cards in accordance with the parameters of the Lodi Municipal Code.
FISCAL IMPACT: Staff efficiencies are expected as greater flexibility is granted in our purchasing
process. During fiscal year 2021-22, existing cardholders completed over 2,700
transactions totaling more than $2.18 million for goods and services with
procurement cards. The City received $37,422 in rebates from the purchasing
card program.
FUNDING AVAILABLE: Expenses charged to procurement cards are included in departmental
appropriations.

RESOLUTION NO. 2022-242
A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING
RESOLUTION NO. 2022-58 AND AUTHORIZING THE ISSUANCE OF
CAL -CARD PROCUREMENT CARDS TO SPECIFIED POSITIONS
WHEREAS, the City Council previously approved Resolution Nos. 2011-143, 2013-121,
2014-181, 2015-185, 2017-12, 2017-172, 2018-147, 2019-240, 2021-18 and 2022-58 relating to
the issuance of Cal—Card procurement cards to specified positions; and
WHEREAS, Lodi Municipal Code Section 3.20.135 specifies that the Lodi City Council will
adopt a Resolution setting forth the positions that are authorized to hold procurement cards; and
WHEREAS, the City Manager is authorized to approve issuance of procurement cards to
incumbents in the positions noted in this Resolution with limits in accordance with the parameters
of the Lodi Municipal Code.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
the following positions to be issued procurement cards with transaction and aggregate limits in
accordance with Lodi Municipal Code Section 3.20.
