HomeMy WebLinkAboutAgenda Report - February 21, 2001 F-03 PHAGENDA TITLE: Public Hearing for the Lodi Station Parking Structure's Environmental Assessment; Certify the Environmental Assessment; Adopt a Resolution Authorizing the City Manager to Awardiog the Contract to F & H Construction ($6,661,000) Pending Federal Funding Approval; and Appropriate $6,954,000 for the Project MEETING DATE: February 21, 2001 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council conduct a Public Hearing for the Lodi Station Parking Structure's Environmental Assessment; certify the Environmental Assessment; adopt a resolution awarding the contract to F & H Construction, of Stockton, in the amount of $6,661,000, pending federal funding approval; and appropriate $6,954,000 for the project. BACKGROUND INFORMATION: As part of the Federal Transit Administration application process for the Lodi Station Parking Structure, a Public Hearing must be conducted prior to certifying the Federal Environmental Assessment (EA). This Public Hearing is similar to the Public Hearing that was conducted as part of the California Negative Declaration. The only comment received at the previous Public Hearing was a complaint about the removal of the trees near the Arch. The City previously agreed to provide a redwood grove planting which is being proposed for Roget Park as mitigation for the redwoods. The EA addresses the mitigation measures that the State Office of Historic Preservation required in order to find no significant impact on the Lodi Arch: (1) Change the color of the terra cotta brick on the fagade near the Arch to a sandy yellow color; (2) Move the structure another foot north, six feet instead of five feet as the City proposed. This is a total of eleven feet from the property line as the structure was moved five feet north as a result of our public meetings during the design phase; (3) Add a large canopy tree to the plaza area between the Arch and the corner of the structure to soften the corner; (4) Use columnar trees on the Pine Street frontage. After comments are received at the Public Hearing, the City Council is requested to certify the Environmental Assessment. The EA also identified, as a mitigation measure, installation of a traffic signal at the intersection of Sacramento Street and Lockeford Street. This intersection is on the City's priority list (#6) and has been a high accident location. Staff will add this design work (as a change order) to an existing contract we have with Y & C Transportation Consultants, Inc., who are designing four other signals for the City. Once the EA is certified, the Federal Transit Administration will determine eligibility of the project. The federal portion of this project is $2,806,680. The reason the City Council is being asked to award the contract pending federal funding is to avoid any future delays. Once FTA gives their authorization, F & H Construction can begin work immediately. The construction contract is for $6,661,000. APPROVED: H.
