AGENDA TITLE: Adopt Resolution Approving Salary Adjustment for City Planner Classification

RECOMMENDED ACTION: Adopt resolution approving salary adjustment for City Planner
classification.
BACKGROUND INFORMATION: The City Planner position within the Community Development Department
is a highly specialized job classification that requires a unique professional
skill set, The City Planner oosition has been vacant over the past five years
as the Department was restructuring and hired a Community Development Director, During this time the
Community Development Department utilized contractors to perform some of the planning functions.
The City has experienced significant growth in the past few years and there is a need for a full-time City Planner.
As such, Council approved the addition of the City Planner position in the mid -year FY 2021/22 budget to assist
with the numerous long-term projects and increased workload.
City Planner positions are highly competitive in the marketplace; incumbents and prospective applicants for this
position remain in high demand. Human Resources conducted two unsuccessful recruitments for the City
Planner position over the past six months. The City extended an offer to a qualified applicant; however, the
applicant declined the offer due to the low salary. A second applicant was identified and withdrew from the
process due to the low salary.
Research indicates the City's compensation for the City Planner is more than 10% below median of our
comparator agencies and is not competitive in the market. It is critical that the City offer a competitive salary in
order to attract a broad pool of qualified candidates. Staff commends that the City Council approve an adjustment
to the aforementioned position of 10.62%, which brings the salary to median of our comparator agencies. Staff
believes that this increase will make the City more competitive in the marketplace and assist the City in attracting
more qualified applicants. The proposed annual salary range is $113,479.57 - $137,934.39. Lodi City Mid -
Management Association (LCMMA) supports the salary adjustment for this position.
Historically, the City has made wage adjustments to position salary ranges and employees' salaries when it has
become challenging to recruit and retain qualified applicants/employees. This request is consistent with that
approach.

FISCAL IMPACT: At top step, the aggregate difference in base pay is approximately $13,300 per
year.
FUNDING AVAILABLE: All additional costs will be absorbed within existing appropriations.

A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING SALARY ADJUSTMENT FOR
CITY PLANNER CLASSIFICATION
NOW THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the salary adjustment for the City Planner classification; and
BE IT FURTHER RESOLVED that the new salary range for the City Planner classification
is hereby approved and shall be as follows:
Cit Planner 1 $113,479.57 L$119,152.54 1 $125,110.53 1 $131,365.15 1 $137,934.39
