BACKGROUND INFORMATION: Council adopted a resolution on October 20, 2021, to provide a hiring bonus and employee refe-ral program for hard to Fill positions of Lateral Police Officer and Electric Lineman/Linewoman. The Police Department wishes to amend this program to include Lateral Dispatcher/Jailer. Since January 1, 2017, the Lodi Police Department has hired twelve Dispatcher/Jailers, eight were entry-level Dispatcher/Jailers and three were lateral Dispatcher/Jailers. Of the eight entry-level employees only two passed their probationay period and two of the three lateral employees passed probation. The success rate for a lateral dispatcher is much higher (66.66%) over the entry-level dispatcher (25%) as they alreacy possess dispatching skills and they p -ogress through training at a much quicker pace and are able to work independently much sooner than entry level Dispatcher/Jailers. In addition, the failure rate n the background process is extremely high for the entry-level dispatchers. Staff believe that offering a hiring bonus for the Lateral Dispatcher/Jailer position will increase the applicant pool and reduce the amount of time to train new Dispatchers and will increase staff retention. Staff propose a hiring bonus of $7,500 for lateral Dispatcher/Jailers, paid as follows: $2,000 upon completion of the training program, $2,500 upon successful completion of probation, and $3,000 upon completion of their second year of service. Additionally, employees who refer a qualified applicant for Dispatcher/Jailer, will receive a $2,500 referral bonus at the successful completion of the referred applicant's probationary period. Staff recommends that the Council approve the attached resolution to provide a hiring bonus and provide for an employee referral bonus for the position of Lateral Dispatcher/Jailer. Savings from currently vacant budgeted positions are sufficient to pay these bonuses. Filled positions increase service levels to those expected within the budget and decrease unexpected savings at the end of a fiscal year FUNDING AVAILABLE: Costs will be funded with salary savings for vacant positions. � � Adele Post, Human Resources Manager 9%k� Andrew Keys (Sc Andrew Keys, Deputy City Manager Signature: 5[evep (Sep 13, 202215:49 PDT) Email: sschwabauer@lodi.gov RESOLUTION NO. 2022-225 A RESOLUTION OF THE LODI CITY COUNCIL APPROVING AN AMENDEMENT TO THE EMPLOYEE REFERRAL AND HIRING BONUS PROGRAM TO INCLUDE THE POSITION OF LATERAL DISPATCHER/JAILER WHEREAS, the City of Lodi is experiencing difficulty attracting and hiring qualified Dispatcher/Jailers; and WHEREAS, the Police Department has experienced a higher success rate in Lateral Dispatcher/Jailers passing their probation; and WHEREAS, the Police Department desires to amend the hiring bonus program to include a bonus for Lateral Dispatcher/Jailers to increase the applicant pool; and follows: WHEREAS, a hiring bonus of $7,500 for Lateral Dispatcher/Jailers paid out over time as • $2,000 upon successful completion of the Training Program, • $2,500 upon successful completion of the probationary period, and • $3,000 upon completion of their second year of service. WHEREAS, an employee referral program of $2,500 to employees who refer a qualified applicant that is paid at the successful completion of the referred applicants probationary period for the position of Lateral Dispatcher/Jailer; and WHEREAS, the hiring bonus and employee referral program will only apply when vacancies occur for Lateral Dispatcher/Jailer. NOW THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the amendment to the employee referral and hiring bonus program to include the position of Lateral Dispatcher/Jailer.
