BACKGRO JND INFORMATION: Public Works staff received a request from the Parkview Terrace Homeowners Association, located at the northeast corner of Lower Sacramento Road and Lodi Avenue, to install no parking along Lodi Avenue fronting the complex. The request is based on the safety of their residents and guests entering and exiting the complex. For new residential developments, parking is typically restricted along where the rear lot lines (fences or walls) are adjacent to a City Street. This is also known as "reverse frontage." The Parkview Terrace developmert was constructed over 30 years ago and the parking restriction along Lodi Avenue was not included as a condition of project approval. Calvary Church and Vineyard Christian Middle School are located at the northwest corner of Lodi Avenue and Allen Drive and adjacent to Parkview Terrace. The proposed parking restriction will satisfy sight distance criteria and accommodate on street overflow parking for the adjacent church and school as needed, (Exhibit A). Staff is requesting Council adopt a resolution amending Traffic Resolution No. 97-148 to include parking restrictions noted above.
