RECOMMENDED ACTION. Accept improvements under contract for Stormwater Trash Collection
Project - Phase 3 (2022).
BACKGROUND INFORMATION: This project includes installing a trash capture device in the storm drain
line in Rivergate Drive, see attached Exhibit A. The device will filter
trash as small as a cigarette butt from the storm drain system before it
is discharged into Mokelumne River. This is the third of several similar installations needed to comply with a
State mandate requiring the collection of all trash in storm drain systems that discharge into rivers or
streams.
On March 2, 2022, the Council approved plans and specifications for this project, and authorized the City
Manager to award contract to the lowest bidder not -to -exceed $400,000 and execute change orders not -to -
exceed $40,000. The bid opening was held on March 30, 2022 and the City received the following three
bids:

The project contract was executed on April 20, 2022 to Soracco, Inc., of Lodi, in the amount of $249,870.00.
The City Manager executed one change order in the amount of $9,132.00 to address unexpected
compaction related issues due to existing over -saturated subgrade. All work was completed in substantial
conformance with the plans and specifications approved by City Council. The final contract price was
$259,002.00 and the project was completed prior to the contract completion date.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT. This project will slightly increase annual storm drainage maintenance costs for
the trash capture device.
