AGENDA TITLE: Approve Specifications and Authorize Advertisement for Bids for Peterson Park Tennis
Court Resurfacing, and Adopt Resolution Authorizing City Manager to Award Contract to
Lowest, Responsive Bidder ($55,000), and Authorizing the City Manager to Execute
Change Orders ($5,000)

RECOMMENDED ACTION: Approve specifications and authorize advertisement for bids for Peterson
Park Tennis Court Resurfacing, and adopt resolution authorizing City
Manager to award contract to lowest, responsive bidder, in an amount
not -to -exceed $55,000, and authorizing the City Manager to Execute Change Orders in an amount not -to -
exceed $5,000.
BACKGROUND INFORMATION: The tennis courts at Peterson Park are approximately 25 years old and in
need of repair. The colored asphalt surfacing has faded and has
numerous cracks along with portions that have chipped away, as shown
in Exhibit A. The surface also has some offset construction joints that create potential tripping hazards and
settlement has caused small localized ponding.
The work for this project includes cleaning and preparing the existing asphalt surface, filling cracks and joints,
repairing low spots, and applying a textured, colored surfacing system consisting of new acrylic coatings and
new textured game lines. This project also includes replacing the nets and stanchions.
The specifications are on file in the Public Works Department. The planned bid opening date is
October 12, 2022. The total project estimate is $53,000.
Staff recommends approving specifications and authorizing advertisement for bids for Peterson Park Tennis
Court Resurfacing and authorizing City Manager to award contract to lowest, responsive bidder, in an amount
not to exceed $55,000, and authorizing the City Manager to Execute Change Orders in an amount not to
exceed $5,000.
FISCAL IMPACT: This project will have a minimal long-term fiscal impact and will not impact the
General Fund.
FUNDING AVAILABLE: Parks Capital (43299000.77020) - $60,000

RESOLUTION NO. 2022-209
A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO AWARD THE CONTRACT FOR THE PETERSON PARK
TENNIS COURT RESURFACING PROJECT TO THE LOWEST RESPONSIVE
BIDDER; AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE
CHANGE ORDERS
WHEREAS, the tennis courts at Peterson Park are approximately 25 years old and in
need of repair; and
WHEREAS, the work for this project includes cleaning and preparing the existing
asphalt surface, filling cracks and joints, repairing low spots, and applying a textured, colored
surfacing system consisting of new acrylic coatings and new textured game lines; and
WHEREAS, this project also includes replacing the nets and stanchions; and
WHEREAS, staff recommends authorizing the City Manager to award the contract for
the Peterson Park Tennis Court Resurfacing Project to the lowest responsive bidder, in an
amount not to exceed $55,000, and authorizing the City Manager to execute change orders in
an amount not to exceed $5,000.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to award the contract for the Peterson Park Tennis Court
Resurfacing Project to the lowest responsive bidder, in an amount not to exceed $55,000, and
authorizing the City Manager to execute change orders in an amount not to exceed $5,000; and
BE IT FURTHER RESOLVED, pursuant to Section 6.3q of the City Council Protocol
Manual (adopted 11/6/19, Resolution No. 2019-223), the City Attorney is hereby authorized to
make minor revisions to the above -referenced document(s) that do not alter the compensation
or term, and to make clerical corrections as necessary.
