CITY OF LODI COUNCIL COMMUNICATION
AGENDA TITLE: Approve list of projects for submittal to San Joaquin County Council of
Governments (COG) for "San Joaquin ONE VOICE"
MEETING DATE: February 21, 2001

RECOMMENDED ACTION: That Council approve the list of projects for submittal to COG for the
"San Joaquin ONE VOICE."
BACKGROUND INFORMATION: The San Joaquin Council of Governments (COG) is inviting regional
business and political leaders to join in a lobbying effort, "San
Joaquin ONE VOICE," in Washington, D.C. from April 1 to April 5,
2001. The purpose of the trip is to introduce regional needs to
administrative and congressional officials while also affording the local participants the opportunity to
network with their counterparts.
In addition, we have been requested to submit issues that the City desires for inclusion in COG's Regional
Legislative Agenda. Issues, as discussed during the February 6, 2001 Shirtsleeve, include the following:
1. Public Safety Building Complex Funding
2. Animal Shelter Funding
3. Waste Water Treatment Plant Upgrade Funding
4. Continued funding of CDBG and HOME Loan Funds
5. Library Remodel / Expansion
6. Indoor Sports Facility
7. Aquatics Center
8. Qualified Zone Academy Bonds Program (QZAB) Funding
9. Highway 12 Improvements for Operations and Safety
The majority of the aforementioned Lodi projects are or may be utilized regionally such as the Indoor
Sports Facility, the Library, and the Animal Shelter. In addition, the request to support the QZAB funding
and the CDBG and HOME Loan Funds certainly benefits jurisdictions statewide.
Staff recommends that Council support the aforementioned list of projects for purposes of lobbying for
Federal and State funds.
