A RESOLUTION OF THE LODI CITY COUNCIL AMENDING LODI ELECTRIC
UTILITY ELECTRIC VEHICLE STRATEGY BY REVISING AND ADDING
CUSTOMER REBATES AND INCENTIVES
WHEREAS, Lodi Electric Utility (LEU) recognizes that an electric vehicle (EV) strategy is
a key component for advancing the deployment of zero -emission vehicles and achieving
greenhouse gas emissions; and
WHEREAS, in 2019, the City Council authorized the implementation of an EV strategy to
fund an EV charger and installation rebates for residential and commercial accounts; and
WHEREAS, as part of the initial strategy, for residential customers, rebates included up
to $500 for the purchase of a charger and up to $500 for installation; and for commercial
customers, rebates included up to $1,000 for the purchase of a charger and up to $1,000 for
installation; and
WHEREAS, the EV strategy encouraged staff to conduct both short-term and long-term
planning to continue to reduce financial barriers to EV implementation, and to advance other EV
initiatives; and
WHEREAS, in 2020, the strategy was amended to increase the total available rebate to
commercial customers from $2,000 to $6,000; and
WHEREAS, in early 2022, City Council amended the EV strategy once again to expand
incentives to customers by authorizing staff to establish a pilot EV purchase rebate program for
new and used zero -emission and low -emission vehicles in the amount of $1,000 for a standard
rebate and $3,500 for an income -qualified rebate; and
WHEREAS, based upon new information obtained by comparing EV rebate programs
across other municipal power providers, staff propose changes to the EV strategy to offer more
options for income qualified customers, as well as focus on more effective strategies related to
electrification programs in the transportation sector; and
WHEREAS, LEU staff will work to develop the necessary terms and conditions associated
with the proposed rebate programs.
NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council does hereby authorize
amending the LEU EV strategy by revising and adding customer rebates and incentives as
identified in the table below:
